SEAwise report on requirements for fisheries governance to be effective

This report discusses the concept of governance, how to understand 'effective' governance, and a research plan for further studies of the effectiveness of and potential for improving governance at the regional and sub-regional level in the SEAwise regions (Baltic Sea, North Sea, Western Waters, and the Mediterranean Sea). The theoretical insights from the first two main parts inform and are merged into the research plan, forming the last part of the report. The work is based on the recognition that fisheries management in Europe is still struggling to deliver on its objectives relating to ecology, economy, and social considerations although improvements have been made over the last decades. On top of this, marine biodiversity and ecosystem integrity can be identified as pressing challenges, while climate change presents renewed uncertainties and risks.

Improved governance, appropriately designed for Ecosystem Based Fisheries Management (EBFM), is key to improving the system performance towards the societal objectives. Lack of appropriate measures towards cooperation between the EU, national, and regional levels has led to uncoordinated decision-making processes and prevented coherent management through the implementation and adoption of EU legislation, leading to lower than desired performance both of fisheries and environmental policies. Referring specifically to the involvement of stakeholders, the European Commission stresses the importance of transparency, cooperation, outreach, information, and inclusiveness in developing and implementing measures to ensure that all stakeholders, not least fishermen, have a say in the management process, and that their needs and concerns are considered (European Commission, 2023a). Improvement of what can broadly be defined as 'governance' is, thus, among the pathways that the European Commission has identified for improvements in the area.

SEAwise Report on the Key Social and Economic Aspects of Regional Fisheries

Fishing is a human activity with various social and economic implications. In most countries, those implications are key factors to consider when deciding on specific management strategies. In this report, the fisheries management strategies implemented in the different European marine regions are reviewed, and relevant indicators, models and tools that can be used to predict the effectiveness of these strategies, from a social and economic point of view are identified. The objective was to identify the critical social and economic aspects of fisheries, relevant social and economic indicators, and regionally-relevant management measures to be considered in the evaluations of different management strategies later in the project.

The scoping consultations and systematic reviews identified a long list of potentially relevant key social and economic aspects and management measures. Among these, the most frequently mentioned items identified in scoping with stakeholders were windfarms, employment/jobs, MPAs, food supply, small-scale fisheries, local communities and pollution. The systematic review identified landings (volume or value), effort (days at sea), fuel costs, number of vessels, profit, aspects of costs, economic performance, sustainability-resilience, compliance and capacity as frequently occurring topics. The fisheries management policies most frequently mentioned were effort control, landing obligation, Individual Transferable Quota (ITQ), MPAs and TAC. Among the papers analyzed, more than 30%, concerned the Mediterranean region, followed by Western Waters, the North Sea and the Baltic Sea, indicating a higher contribution of Mediterranean studies to the conclusions.

Aspects identified frequently in both scoping and in systematic reviews included MPAs and small-scale fisheries, which were all identified in both methods as frequently occurring. However, there were also aspects which appeared to be represented differently in the evaluations (e.g. employment and local communities) indicating discrepancies between the available knowledge and that sought by the end users.

Ship speed optimization considering ocean currents to enhance environmental sustainability in maritime shipping

Enhancing environmental sustainability in maritime shipping has emerged as an important topic for both firms in shipping-related industries and policy makers. Speed optimization has been proven to be one of the most effective operational measures to achieve this goal, as fuel consumption and greenhouse gas (GHG) emissions of a ship are very sensitive to its sailing speed. Existing research on ship speed optimization does not differentiate speed through water (STW) from speed over ground (SOG) when formulating the fuel consumption function and the sailing time function. Aiming to fill this research gap, we propose a speed optimization model for a fixed ship route to minimize the total fuel consumption over the whole voyage, in which the influence of ocean currents is taken into account. As the difference between STW and SOG is mainly due to ocean currents, the proposed model is capable of distinguishing STW from SOG. Thus, in the proposed model, the ship’s fuel consumption and sailing time can be determined with the correct speed. A case study on a real voyage for an oil products tanker shows that: (a) the average relative error between the estimated SOG and the measured SOG can be reduced from 4.75% to 1.36% across sailing segments, if the influence of ocean currents is taken into account, and (b) the proposed model can enable the selected oil products tanker to save 2.20% of bunker fuel and reduce 26.12 MT of CO2 emissions for a 280-h voyage. The proposed model can be used as a practical and robust decision support tool for voyage planners/managers to reduce the fuel consumption and GHG emissions of a ship

Ship speed optimization: Concepts, models and combined speed-routing scenarios

The purpose of this paper is to clarify some important issues as regards ship speed optimization at the operational level and develop models that optimize ship speed for a spectrum of routing scenarios in a single ship setting. The paper’s main contribution is the incorporation of those fundamental parameters and other considerations that weigh heavily in a ship owner’s or charterer’s speed decision and in his routing decision, wherever relevant. Various examples are given so as to illustrate the properties of the optimal solution and the various trade-offs that are involved.

Short-term discard survival and catch-related trauma in European plaice (Pleuronectes platessa) caught in the Baltic Sea by Danish seine during summer

Danish seine is an active fishing gear targeting demersal species, such as European plaice (Pleuronectes platessa, hencefort referred as plaice), a commercially important fish species in the North Sea, Skagerrak, Kattegat, and Baltic Sea. Danish seining is a relevant fishery in relation to exemption from the European Union landing obligation. Trials were conducted from a commercial fishing vessel during the summer with high air temperatures and sea salinity and marked salinity and temperature gradients (pycnocline). Video equipment was used to observe fish entering the seine. Captured fish were individually tagged and housed in livewells for ten days to observe short-term survival. Reflex impairments and external injuries were assessed after capture and at the end of the observation periods using reflex action mortality predictor (RAMP) and catch-damage index (CDI) methodologies. We found that plaice entered the seine late in the towing process and that 87 % of the assessed fish survived, after 10 days of observation. There was a significant difference in short-term survival curves for fish that had been subjected to more than 30 min of on-deck during the catch-sorting process relative to those that had remained on deck for 30 min or less. The association between the time on deck and RAMP scores after capture was also significant. External injuries were primarily minor bruises, fin fraying, and net marks and changed little from after capturing to the end of the observation period.

Small-scale fisheries access to fishing opportunities in the European Union: Is the Common Fisheries Policy the right step to SDG14b?

The profile of small-scale fisheries has been raised through a dedicated target within the United Nations Sustainable Development Goals (SDG14b) that calls for the provision of 'access of small-scale artisanal fishermen to marine resources and markets'. By focusing on access to fisheries resources in the context of the European Union, in this article we demonstrate that the potential for small-scale fishing sectors to benefit from fishing opportunities remains low due to different mechanisms at play including legislative gaps in the Common Fisheries Policy, and long-existing local structures somewhat favoring the status quo of distributive injustice. Consequently, those without access to capital and authority are faced by marginalizing allocation systems, impacting the overall resilience of fishing communities. Achieving SDG14b requires an overhaul in the promulgation of policies emanating from the present nested governance systems.

Smart Island Energy Systems: Case Study of Ballen Marina on Samsø

Integrated community energy systems are an emerging concept for increasing the self-sufficiency and efficiency of local multi-energy systems. This idea can be conceptualized for the smart island energy systems due to their geographical and socioeconomic context, providing several benefits through this transformation. In this study, the energy system of the Ballen marina—located on the medium-sized Danish island of Samsø— is investigated. Particular consideration is given to the integration of PV, BESS, and—in the future—flexible loads. For this purpose, the BESS is modelled, incorporating the battery degradation process. The possibilities to improve energy utilization and maximize self-consumption from the marina's PV units are identified and evaluated, demonstrating a substantial enhancement of the local system operation.

Social-ecological Resilience in Extreme Natural Environments: A Multiple Case Study of Arctic Offshore Supply Ecosystems

Purpose This study aims to explore how operational resilience can be achieved within supply ecosystems in the delicate yet harsh natural environments of the Arctic. Design/methodology/approach An in-depth, multiple qualitative case study of offshore supply operations in Arctic oil and gas field projects is conducted. Data from semi-structured interviews, personal observations and archival materials are analyzed through institutional work and logics approaches. Findings The findings suggest that achieving social-ecological resilience depends on the interaction between social and natural (irreversible) systems, which are shaped and influenced by various institutional dynamics. Different resilience solutions were detected. Research limitations/implications This study develops a comprehensive understanding of how social-ecological resilience emerges in supply ecosystems through institutional dynamics. The study's empirical basis is limited to offshore oil and gas projects in the Arctic. However, due to anticipated future growth of Arctic economic activities, other types of supply ecosystems may benefit from the study's results.Originality/value This research contributes with empirical knowledge about how social-ecological resilience is created through institutional interaction within supply ecosystems to prevent disruptions of both social and ecological ecosystems under the harsh natural conditions of the Arctic.

Solving complex fisheries management problems: What the EU can learn from the Nordic experiences of reduction of discards

For the EU's Common Fisheries Policy, solving the discard problem is a central issue. Through a study of the institutional set-up and initiatives to solve the discard problem in Denmark, the Faroe Islands, Iceland and Norway, the article identifies the discard problem as related to natural and other material conditions as well as cultural conditions. Therefore, solving the discard problem requires not only technical and regulatory instruments, but also arenas and structures that allow and support cultural change processes.

SPACEA: A Custom-Made GIS Toolbox for Basic Marine Spatial Planning Analyses

Marine Spatial Planning (MSP) requires the analysis of the spatial distribution of marine uses and environmental conditions. Such analyzes can be carried out with GIS, but standard GIS programs do not feature a toolbox that combines the most needed functionalities for such analyses. The SPACEA toolbox presented here was created to bundle and adapt existing functionalities in one toolbox. SPACEA consists of several script tools that have been designed to be user-friendly and applicable to different analyzes for MSP. This includes the processing of different input layers with regard to marine uses and environmental conditions. The main functionalities of SPACEA are exemplified in a fictional case study in the Baltic Sea, where the tools are applied to find potentially suitable areas for mussel farming. The tools feature a user-friendly interface and more experienced users may also use the provided sample codes to run it from the python window or as a stand-alone script. As such, the tools can be applied by users with different levels of GIS knowledge and experience.
