Ports are crucial hubs in the functioning of the global economy, and maritime transport is a major emitter of air pollutants. Ports have considerable potential for promoting environmental upgrading in maritime transport and along global value chains more generally, but so far have been only partially successful in doing so. We examine results, limitations and future potential of voluntary initiatives that have been carried out by selected European and North American port authorities, which are considered frontrunners in environmental management. Drawing from the insights of global value chain analysis and organizational theory, we find that low ‘tool implementation complexity’ and high ‘issue visibility’ concerning emissions are key facilitators of environmental upgrading. We suggest that ports can intervene in two main ways to improve the environmental performance of maritime transport beyond their organizational and physical boundaries: by lowering tool implementation complexity through stronger collaboration within global value chains; and by enhancing emission visibility through alliances with cargo-owners and regulators.
Different port operating policies have the potential to reduce emissions from shipping; however, their efficacy varies for different ports. This article extends existing literature to present a consistent and transferable methodology that examines emissions reduction port policies based on ship-call data. Carbon dioxide (CO2); sulphur dioxide (SO2); nitrogen oxides (NOx); and black carbon (BC) emissions from near-port containership activities are estimated. Two emissions reduction policies are considered for typical container terminals. Participation of all calling vessels with a speed reduction scheme can lead to reductions of 8–20 per cent, 9–40 per cent and 9–17 per cent for CO2, SO2 and NOx, respectively. However, speed reduction policies may increase BC emissions by up to 10 per cent. Provision of Alternative Marine Power (AMP) for all berthing vessels can reduce in-port emissions by 48–70 per cent, 3–60 per cent, 40–60 per cent and 57–70 per cent for CO2, SO2, NOx and BC, respectively. The analysis shows that emissions depend on visiting fleet, berthing durations, baseline operating pattern of calling ships, sulphur reduction policies in force and the emissions intensity of electricity supply. The potential of emissions reduction policies varies considerably across ports making imperative the evaluation and prioritization of such policies based on the unique characteristics of each port and each vessel.
This study concerns nitrogen based emissions from a hydrogen enriched ammonia fueled SI engine. These emissions deserve special attention as their formation may differ from conventional HC combustion due to the nitrogen content in the fuel. A range of experiments are conducted with a single cylinder 0.612 l CFR engine with a compression ratio varying from 7 to 15 using a fuel composition of 80 vol% NH3 and 20 vol% H2. Wet exhaust samples are analysed with an FT-IR. Emission measurements reveal that nitric oxide stem from other reaction paths than the dissociation of molecular nitrogen. This causes the NO emissions to peak around 35% rather than 10% excess air, as is typical in HC fueled SI-engines. However the magnitude of NO emissions are comparable to that of measurements conducted with gasoline due to lower flame temperatures. Nitrogen dioxide levels are higher when comparing with gasoline, but has a relatively low share of the total NOx emissions (3–4%). Nitrous oxide is a product of NH2 reacting with NO2 and NH reacting with NO. The magnitude is largely affected by ignition timing due to the temperature development during expansion and the amount of excess air, as increased oxygen availability stimulates the formation of the NH2 radical and the levels of NO2 are higher. Under ideal operating conditions (MBT ignition timing) N2O levels are very low. The dominating contributors to unburned ammonia are chamber crevices as the magnitude of these emissions is greatly affected by the compression ratio. However, levels are lower than required in order to eliminate all NOx emissions with a SCR catalyst.
The literature on climate change in the maritime transport industry has grown rapidly in the last few years. Yet as the research agenda has progressed, scientific debates have become more isolated and fragmented, making it difficult to translate new findings into broader policy debates. This article draws on problematization methodology to help organize the scientific debate on maritime emissions and to identify analytical gaps and challenges. We argue that scholars investigate shipping's emission problem from four distinct analytical perspectives— (1) international laws and regulations, (2) markets and economics, (3) engineering and technology, and (4) authority and legitimacy. Each of these perspectives problematizes maritime emissions in specific ways, leading to different policies and strategies to address the problem. We call for better integrating these four literatures and highlight three crosscutting areas and problems for future research. First, developing institutions that facilitate market and engineering solutions; second, integrating climate mitigation and adaptation research; and third, focusing on justice concerns to ensure an equitable green transition in the maritime industry.
As the emission legislation becomes further constraining, all manufacturers started to fulfill the future regulations about the prime movers in the market. Lean-burn gas engines operating under marine applications are also obligated to enhance the performance with a low emission level. Lean-burn gas engines are expressed as a cleaner source of power in steady loading than diesel engines, while in transient conditions of sea state, the unsteadiness compels the engine to respond differently than in the steady-state. This response leads to higher fuel consumption and an increase in emission formation. In order to improve the stability of the engine in transient conditions, this study presents a concept implementing a hybrid configuration in the propulsion system. An engine model is developed and validated in a range of load and speed by comparing it with the available measured data. The imposed torque into the developed engine model is smoothed out by implementing the hybrid concept, and its influence on emission reduction is discussed. It is shown that with the hybrid propulsion system, the NOX reduces up to 40% because of the maximum load reduction. Moreover, eliminating the low load operation by a Power Take In during incomplete propeller immersion, the methane slip declines significantly due to combustion efficiency enhancement.
The purpose of this chapter is to introduce the concept of Market Based Measures (MBMs) to reduce Green House Gas (GHG) emissions from ships, and review several distinct MBM proposals that have been under consideration by the International Maritime Organization (IMO). The chapter discusses the mechanisms used by MBMs, and explores how the concept of the Marginal Abatement Cost (MAC) can be linked to MBMs. It also attempts to discuss the pros and cons of the submitted proposals.
Among the spectrum of logistics-based measures for green maritime transportation, this chapter focuses on speed optimization. This involves the selection of an appropriate speed by the vessel, so as to optimize a certain objective. As ship speed is not fixed, depressed shipping markets and/or high fuel prices induce slow steaming which is being practised in many sectors of the shipping industry. In recent years the environmental dimension of slow steaming has also become important, as ship emissions are directly proportional to fuel burned. Win-win solutions are sought, but they will not necessarily be possible. The chapter presents some basics, discusses the main trade-offs and also examines combined speed and route optimization problems. Some examples are finally presented so as to highlight the main issues that are at play.
GreenHopper is the first Danish zero-emission ferry developed as a test platform for autonomous waterborne navigation technologies. The paper presents technology development within the innovation project ShippingLab Autonomy, which led to the commissioning of GreenHopper at Limfjorden (DK) in December 2022. The technology research resulted in a holistic system architecture for surface vessel autonomy, based on distribution of functionality and responsibility on software modules, similar to the structure observed in the International Maritime Organization (IMO) Seafarers Training Certification and Watch-keeping (STCW) regulatory framework. The paper shows how this approach results in an architecture that supports safe behaviours of individual modules and of autonomous navigation at a system level. The paper presents the individual modules, specific features and benefits. Elements of the regulatory framework are highlighted to poise technology approval by maritime authorities. The paper reflects on lessons learned, discusses continued technology validation in dedicated operational scenarios.
The purpose of this paper is to describe the impact assessment of a mandatory operational goal-based short-term measure to reduce green house gas (GHG) emissions from ships. The specific measure has been proposed by Denmark and other co-sponsors in the context of the relevant discussion at the International Maritime Organization (IMO) and in particular the so-called Initial IMO Strategy. The IMO is a specialized United Nations agency that regulates shipping. The Initial IMO Strategy, adopted in 2018, has been the most recent major international environmental agreement on how to reduce GHG emissions from ships at a global level. The central research question in this paper is to ascertain the potential impacts of the aforementioned measure to least developed countries (LDCs) and small island developing states (SIDS). There are concerns that such states may be negatively impacted, or even disproportionately negatively impacted, by whatever measure is decided by the IMO. After gaps in the literature and data are identified, our methodology develops a list of potential negative impacts, and looks at a set of factors that may influence these impacts. Then, we discuss how the goal-based measure may impact LDCs/SIDs as regards each of the identified negative impacts. The analysis argues that for LDCs and SIDS a risk for negative and disproportionately negative impacts exists. The only negative impact of which both the probability and the consequence are considered high is the difficulty to finance retrofitting of old ships or investment in new ships. As such, this is likely a disproportionally negative impact. At the same time, the degree of share (or responsibility) of the goal-based measure with respect to such potential negative impacts, vis-à-vis the share of other factors contributing to these impacts, cannot be precisely ascertained, even though we conjecture this share to be low.
The pressure on shipping to reduce its carbon footprint is increasing. Various measures are being proposed at the International Maritime Organization (IMO), including MarketBased Measures (MBMs). This paper investigates the potential of a bunker levy in achieving short-term CO2 emissions reductions. The analysis focuses on the tanker market and uses data from the latest IMO GHG studies and a variety of other sources. The connection between fuel prices and freight rates on the one hand and vessel speeds on the other is investigated for the period 2010-2018. A model to find a tanker’s optimal laden and ballast speeds is also developed and applied to a variety of scenarios. Results show that a bunker levy, depending on the scenario, can lead to short-term CO2 emissions reductions of up to 43%. Policy implications are also discussed, particularly vis-à-vis recent IMO and European Union (EU) action on MBMs.
