With the blue economic sectors growing, marine macroalgae cultivation plays an important role in securing food and energy supplies, as well as better water quality in sustainable ways, whether alone or as part of a cluster solution to mitigate the effects of fish farming. While macroalgae cultivation exists in Europe, it is not that widely distributed yet; with increasing marine activities at sea, Maritime Spatial Planning (MSP) needs to ensure social recognition as well as social and spatial representation for such a new marine activity. This comparative case study analysis of MSPs of three eastern Baltic Sea countries explores the levels of support for the development of macroalgae cultivation in MSP and the degree of co-location options for this new and increasingly important sector. It presents new analytical ways of incorporating co-location considerations into the concept of social sustainability. The results of this study support the harmonisation of views on co-location, propose ways of using space to benefit multiple users as well as marine ecosystems, and highlight some of the key social challenges and enablers for this sector.
The implementation of marine spatial plans as required by the Directive on Maritime Spatial Planning (MSP) of the European Union (EU) poses novel demands for the development of decision support tools (DST). One fundamental aspect is the need for tools to guide decisions about the allocation of human activities at sea in ways that are ecosystem-based and lead to sustainable use of resources. The MSP Directive was the main driver behind the development of spatial and non-spatial DSTs for the analysis of marine and coastal areas across European seas. In this research we develop an analytical framework designed by DST software developers and managers for the analysis of six DSTs supporting MSP in the Baltic Sea, the North Sea, and the Mediterranean Sea. The framework compares the main conceptual, technical and practical aspects, by which these DSTs contribute to advancing the MSP knowledge base and identified future needs for the development of the tools. Results show that all of the studied DSTs include elements to support ecosystem-based management at different geographical scales (from national to macro-regional), relying on cumulative effects assessment and functionalities to facilitate communication at the science-policy interface. Based on our synthesis we propose a set of recommendations for knowledge exchange in relation to further DST developments, mechanisms for sharing experience among the user-developer community, and actions to increase the effectiveness of the DSTs in MSP processes.
The European Green Deal (EGD) adopted in December 2019 seeks to facilitate the transition of the EU towards a climate-neutral continent and a modern, resource-efficient, and competitive economy by 2050. In addition to a set of objectives, it is also a policy program that will affect the policy landscape, by driving the development of new directives and regulation, and the amendment of existing ones. In order to facilitate a transition of EU society to better protect the marine environment, decision making and implementation processes within marine governance will need to be improved to develop and implement measures through which EGD marine protection objectives will be achieved.
The Horizon Europe PERMAGOV project aims to improve the implementation and performance of EU marine policies to reach the goals set in the EGD. The PERMAGOV project focuses on four issue areas, so-called regime complexes: Maritime Transport, Marine Energy, Marine Life and Marine Plastics. Within each regime complex, 2 to 3 case studies are used to explore and analyse how governance arrangements are emerging and changing and improving their performance through the EGD. These case studies span three European Seas, the Baltic Sea, the Mediterranean Sea and the North East Atlantic.
Coupled mooring analysis using CFD with dynamic mooring models is becoming an established field. This is an important step for better predictions of responses of moored marine structures in extreme sea states and also for capturing the low-frequency response correctly. The coupling between the CFD and mooring solvers are most often carried out by exchanging the fairlead/anchor points and fairlead forces. In this paper we will discuss the effects of using (i) viscous fluid flow on a mooring component level (submerged buoys and clump weights) and (ii) the fluid-structure coupling between the viscous fluid solver and the mooring system.
The influence of directional spreading of waves is significant for wave-induced loads, wave breaking and nonlinearity of the waves. For physical model testing performed at test facilities such as the Ocean and Coastal Engineering Laboratory at Aalborg University, it is crucial to validate if the test conditions match the target sea states by measurement and analysis of the generated directional wave field. Most of the existing methods assume a double summation sea state to be present which is valid in the prototype. However, waves in the laboratory are usually generated by single summation. The current paper presents a method to analyze short-crested waves generated by the single summation method. Compared to similar methods oblique reflections are considered instead of only in-line reflections. The results show that the method successfully decomposes the incident and reflected wave fields in the time domain. Thus, for example the incident wave height distribution may be obtained. The sensitivity of the new method to additional reflective directions, noise, calibration errors and positional errors of the wave gauges was found small.
This paper highlights the urgent need to accelerate research and action on ocean carbon sinks through human intervention, known as Global Ocean Negative Carbon Emissions (Global-ONCE) Programme, as a vital strategy in global efforts to mitigate climate change. Achieving 'net zero' by 2050 cannot rely on emission reductions alone, emphasising the necessity of complementary approaches. Global-ONCE's mission extends beyond scientific exploration. It embodies a profound commitment to protecting and restoring blue carbon ecosystems, as well as implementing ocean-based solutions that are sustainable, equitable, and inclusive. Early Career Ocean Professionals (ECOPs) are at the heart of these efforts, and their innovative approaches, technical expertise, and passion make them indispensable leaders in advancing ONCE initiatives. ECOPs bridge the gap between science and society, playing a relevant role in integrating cutting-edge research, technological advancements, and community-driven action to address climate threats. By bringing together diverse perspectives and leveraging their interdisciplinary expertise, ECOPs ensure ONCE strategies are grounded in scientific rigour and practical feasibility. Through advocacy, education, and collaboration, ECOPs not only spearhead research and innovation but also inspire collective action to safeguard our oceans. This paper amplifies the critical role of ECOPs as agents of change and calls for a unified global commitment to harness the ocean's potential for a climate-resilient future.
Knowledge of ecosystem services (ES) and the benefits provided by offshore marine areas, including the welfare impacts from the establishment of marine protected areas (MPAs) is still limited. In the present study we evaluated benefits from ES, citizens' willingness-to-pay for potential changes in the provision of ES, and welfare losses to citizens due to restrictions on economic activities from establishing new offshore MPAs in Latvian waters. The scenarios for the economic valuation were based on analyzing the supply of ES from the protected marine habitats, showing changes in the ES supply in policy relevant scenarios of the MPA size. Our study evaluates a wide array of ES delivered by offshore protected habitats and reveals that citizens' willingness-to-pay for preserving habitats and ES supply exceeds their welfare losses from restrictions in economic activities. Our approach supports the prioritization of habitat types according to their contribution to ES supply and benefits for citizens. The analysis can be complemented with spatial data regarding the distribution of habitats, providing an opportunity to identify areas with the highest ES benefits to support marine protection and spatial planning.
Life depends on healthy oceans that provide ecosystem services (ES) to humans, including provisioning, regulating, supporting, and cultural ES (Kovalenko et al., 2023). However, biodiversity, habitats, and the delivery of marine ES and resources are increasingly threatened by growing human activities in the oceans (Worm et al., 2006). Blue-growth activities, such as shipping and energy, eutrophication, and climate change represent major pressures that affect marine ecosystems (Halpern et al., 2008; Ehlers, 2016). Over the past two decades, increasing scientific attention has focused on the need to preserve and restore healthy marine waters and their role in adapting to climate change (Santos et al., 2020). This challenge calls for holistic approaches that advance our knowledge. Within the contributions to this Research Topic (see Figure 1), three themes are central to driving further research to expand our understanding in this interdisciplinary field.
Collaborative spatial decision support tools can contribute with setups for including stakeholders into marine spatial planning (MSP) processes with the purpose of increasing trust in planning outcomes, facilitate knowledge co-creation and shared planning goals, and provide transparent, scientific, inclusive, and technical foundations for planning. A new collaborative spatial decision support setup based on the combination of functionalities from two spatial decision support tools called SEANERGY and Baltic Explorer was designed for and tested in a workshop in 2020 targeted local authorities, NGOs, and citizens in Denmark with an interest in MSP. While the setup needs further testing among a wider span of stakeholders to support a pluralistic approach, the findings illustrate promising potentials from ranking conflicts and synergies in collaborative settings to make marine activity interests spatially visible in MSP and gain an overview of opportunities for sea use multi-functionality in context-based, interactive, goal-oriented stakeholder processes. The use of a visual platform such as Baltic Explorer to systematically explore locations of marine uses was positively evaluated to facilitate the workshop conflict-synergy discussions. Challenges relate to how to deal with disagreements on conflict-synergy scores and the subjectivity of opinions, but the demonstrated flexible, quick, transparent way to test the sensitivity of spatial patterns to differences in input conflict-synergy scores is found to provide a promising setup for including stakeholder opinions through collaborative settings, a setup adjustable to supplementary large-scale, individual, more representative surveys as well.
Although the concept of ecosystem services has been in use for many decades, its application for policy support is limited, particularly with respect to marine ecosystems. Gaps in the assessments of ecosystem services supply prevent its empirical application. We advance these assessments by providing an assessment tool, which links marine ecosystem components, functions and services, and graphically represents the assessment process and its results. The tool consists of two parts: (i) a matrix following the ecosystem services cascade structure for quantifying the contribution of ecosystem components in the provision of ecosystem services; (ii) and a linkage diagram for visualizing the interactions between the elements. With the aid of the Common International Classification of Ecosystem Services (CICES), the tool was used to assess the relative contribution of a wide range of marine ecosystem components in the supply of ecosystem services in the Latvian marine waters. Results indicate that the tool can be used to assess the impacts of environmental degradation in terms of ecosystem service supply. These impacts could further be valued in socioeconomic terms, as changes in the socioeconomic values derived from the use of ecosystem services. The tool provides an opportunity for conducting a holistic assessment of the ecosystem service supply and communicating the results to marine spatial planning practitioners, and increasing their understanding and use of the ecosystem service concept.
