In this article, we examine the relations between global value chain governance and environmental upgrading in maritime shipping. Drawing from interviews with global shipping companies and major buyers of shipping services (cargo-owners), we reveal the key issues and challenges faced in improving the environmental performance of maritime transportation. Contributing to the Global Value Chain (GVC) literature, we compare and analyze the influence of three main external drivers on environmental upgrading in the tanker, bulk and container shipping segments: regulation, cooperation and buyer demands. Our findings suggest that environmental upgrading is more likely to occur when global value chains are characterized by unipolar governance and where the lead firms are consumer-facing companies with reputational risks. Furthermore, environmental upgrading in shipping is not likely to materialize without clear and enforceable global regulation and stronger alignment between regulation and voluntary sustainability initiatives.
This paper analyses challenges and enablers for integrating a transboundary land-sea interaction (LSI) perspective into marine spatial planning (MSP) practice as experienced in the Baltic Sea Region. Collaborative research results from the Pan Baltic Scope project indicate that LSI remains an amorphous concept, particularly within a transboundary MSP context. Difficulty lies in bridging planning practices across land and sea and between varying uses, administrative settings and governance functions. Addressing LSI requires capacity, time, resources, awareness, reflection, and forums for collaborative learning across sectors and governance levels.

Reduction of carbon emissions is a societal challenge that demands concerted efforts. The maritime industry is no exception. This paper takes an ecosystem perspective and considers the question of how to enact the green transition of the maritime industry and explore the barriers and enablers of that goal. To this end, we conduct an exploratory case-study to investigate the maritime value chain by focusing on 9 major stakeholders and conducting more than 20 interviews. Our study reveals four continuous enablers and two essential enablers to establishing a functional green maritime ecosystem.
Marine space is overall under increasing pressure from human activities and in the way harming the marine ecosystems. Maritime spatial planning is one of the governance elements in the EU Integrated Maritime Policy (2007) that aims to maximize the sustainable use of the seas and oceans. Maritime spatial planning aims to ensure that the increased use of the marine space takes place in a way that is consistent with the sustainable development in the seas and oceans. According to the MSP Directive it is required to follow an ecosystem-based and thus holistic approach. For this to happen, tools are needed, and some tools are available but with various advantages and disadvantages. The aim of the current research has been to develop a comprehensive package of tools to assess the environmental impacts of societal activities under different maritime spatial planning proposals.
ABSTRACT: This article reviews early experiences with what is commonly referred to as 'regionalisation'. Initially, the article briefly recalls the shortcomings of the traditional, highly centralized governance structure of the Common Fisheries Policy of the European Union, for which regionalization was widely perceived as a solution, while at the same time providing an overview of the policy processes and various inputs that led to the provisions of recent regulation. Subsequently, the article presents empirical experiences related to the actual implementation and performance of the regional structures in the North and Baltic Seas and discusses the extent to which the adopted model of regionalization is appropriate in light of the objectives it was intended to advance. Finally, the article offers some scenarios of possible 'futures' of the regional structures.
Irregular migration by sea leads states such as Italy and Australia to conduct maritime rescue operations involving refugees and other migrants. During these operations, states must deal with the question of where to disembark survivors. The law of the sea regime obliges states to ensure survivors are delivered to a 'place of safety', arguably requiring maritime officers to merely consider the physical safety of survivors immediately on disembarkation. Non-binding International Maritime Organization guidelines state that the need to avoid disembarking refugees and asylum-seekers in the states of departure or origin is also a consideration. The guidelines refer to other 'relevant' international law, including treaties dealing with 'refugee refoulement' or refoulement in connection with a risk of torture. Under the international human rights law regime, including international refugee law, states' obligations in relation to non-refoulement are broader and prohibit the return of refugees and migrants to states where they directly or indirectly face persecution, torture or other serious harm. In interpreting 'place of safety', this work argues that there is insufficient consensus to integrate the two legal regimes. Nevertheless, states can be under co-existing human rights obligations that place limits on the disembarkation of rescued refugees and migrants.
Successful maritime spatial planning processes require stakeholder engagement and participation, thus requiring tools that support collaboration. Communication-driven spatial decision support systems are designed to facilitate decision making processes of complex spatial problems and are therefore suited for this task, but there are unresolved questions about user access control for these systems. In this study, user access control was designed for a spatial decisions support system for collaborative maritime spatial planning based on observation of two user tests. It was found that there were three distinct groups of users with special access needs to collaborative functionality. The level of access to functionality was organized into three groups: passive participants, actively contributing collaborators and managing moderators.

service industry with global operations, the paper shows that concerns about eco-rating schemes’
effectiveness also have relevance here. Shipping eco-rating schemes fall short of best practices for
design and governance, and this hampers improvement efforts. The study has policy implications for
the achievement of improved environmental outcomes in the shipping industry.
