Small-scale fisheries access to fishing opportunities in the European Union: Is the Common Fisheries Policy the right step to SDG14b?

The profile of small-scale fisheries has been raised through a dedicated target within the United Nations Sustainable Development Goals (SDG14b) that calls for the provision of 'access of small-scale artisanal fishermen to marine resources and markets'. By focusing on access to fisheries resources in the context of the European Union, in this article we demonstrate that the potential for small-scale fishing sectors to benefit from fishing opportunities remains low due to different mechanisms at play including legislative gaps in the Common Fisheries Policy, and long-existing local structures somewhat favoring the status quo of distributive injustice. Consequently, those without access to capital and authority are faced by marginalizing allocation systems, impacting the overall resilience of fishing communities. Achieving SDG14b requires an overhaul in the promulgation of policies emanating from the present nested governance systems.

Systemic coordination of organizational roles: The importance of relational capital in port governance

Modern ports face not only a paradox of combining efficiency and effectiveness, but also a paradox of balancing activities characterized by different time horizons and stakeholder expectations. The structural changes underlying these paradoxes are the co-existence of downward pressures on market premiums and the increasing demands on the relational capabilities of port authorities. The increasing demand on relational capabilities is caused by the fact that modern ports are hubs for industrial activities that span the organizational boundaries of firms, integrating port systems and the hinterland. Thus, port authorities must simultaneously focus on cost efficiency and systemic coordination within complex port systems. As indicated by recent research on port governance and competitiveness, this implies that port authorities must assume and combine different organizational roles. The present paper takes this discussion further by classifying the organizational roles of port authorities in terms of role complexity, relational capital, and systemic functions within the port system. Based on a case study, the paper shows that the use of systemic functions implies the development of new business models, and that the adoption of the roles by port authorities depends on how emerging relational capabilities are embedded in structures of value co-creation and value co-capture.

Voluntary reporting in decarbonizing container shipping: The clean cargo case

Led by the UN’s International Maritime Organization (IMO) and the EU, the shipping industry struggles to reduce its greenhouse gas (GHG) emissions to align with the Paris Agreement. Clean Cargo, the leading voluntary buyer–supplier forum for sustainability in the cargo shipping industry, developed some years ago a methodology to calculate and report the GHG emissions from containerships. The recently introduced carbon emission requirements by the IMO and EU have reinforced the members’ interest in a new Clean Cargo reporting mechanism that enables a more effective and efficient monitoring of the decarbonization progress. A better understanding of the user needs accompanied by due consideration to the regulatory environment and the technological advances are key to build this new framework. This paper builds on the case of the Clean Cargo initiative to (1) identify the stakeholders’ expectations and motivations for voluntary disclosure of environmental information, and (2) discuss the governance challenges of voluntary initiatives. A questionnaire was designed and deployed to investigate the current uses of Clean Cargo data and the information sharing among different stakeholders. Voluntary schemes can speed up the decarbonization process by proposing standards accepted by all actors of the global value chain. Clean Cargo members envision reporting on absolute GHG emissions per shipment as the way forward.

Challenges and Enablers to Integrate Land-Sea-Interactions in Cross-Border Marine and Coastal Planning: Experiences from the Pan Baltic Scope Collaboration

This paper analyses challenges and enablers for integrating a transboundary land-sea interaction (LSI) perspective into marine spatial planning (MSP) practice as experienced in the Baltic Sea Region. Collaborative research results from the Pan Baltic Scope project indicate that LSI remains an amorphous concept, particularly within a transboundary MSP context. Difficulty lies in bridging planning practices across land and sea and between varying uses, administrative settings and governance functions. Addressing LSI requires capacity, time, resources, awareness, reflection, and forums for collaborative learning across sectors and governance levels.

Retrofitting Technologies for Eco-Friendly Ship Structures: A Risk Analysis Perspective

This paper presents a detailed risk assessment framework tailored for retrofitting ship structures towards eco-friendliness. Addressing a critical gap in current research, it proposes a comprehensive strategy integrating technical, environmental, economic, and regulatory considerations. The framework, grounded in the Failure Mode, Effects, and Criticality Analysis (FMECA) approach, adeptly combines quantitative and qualitative methodologies to assess the feasibility and impact of retrofitting technologies. A case study on ferry electrification, highlighting options like fully electric and hybrid propulsion systems, illustrates the application of this framework. Fully Electric Systems pose challenges such as ensuring ample battery capacity and establishing the requisite charging infrastructure, despite offering significant emission reductions. Hybrid systems present a flexible alternative, balancing electric operation with conventional fuel to reduce emissions without compromising range. This study emphasizes a holistic risk mitigation strategy, aligning advanced technological applications with environmental and economic viability within a strict regulatory context. It advocates for specific risk control measures that refine retrofitting practices, guiding the maritime industry towards a more sustainable future within an evolving technological and regulatory landscape.

Establishing the links between marine ecosystem components, functions and services: An ecosystem service assessment tool

Although the concept of ecosystem services has been in use for many decades, its application for policy support is limited, particularly with respect to marine ecosystems. Gaps in the assessments of ecosystem services supply prevent its empirical application. We advance these assessments by providing an assessment tool, which links marine ecosystem components, functions and services, and graphically represents the assessment process and its results. The tool consists of two parts: (i) a matrix following the ecosystem services cascade structure for quantifying the contribution of ecosystem components in the provision of ecosystem services; (ii) and a linkage diagram for visualizing the interactions between the elements. With the aid of the Common International Classification of Ecosystem Services (CICES), the tool was used to assess the relative contribution of a wide range of marine ecosystem components in the supply of ecosystem services in the Latvian marine waters. Results indicate that the tool can be used to assess the impacts of environmental degradation in terms of ecosystem service supply. These impacts could further be valued in socioeconomic terms, as changes in the socioeconomic values ​​derived from the use of ecosystem services. The tool provides an opportunity for conducting a holistic assessment of the ecosystem service supply and communicating the results to marine spatial planning practitioners, and increasing their understanding and use of the ecosystem service concept.

Setting the scene for a multi-map toolset supporting maritime spatial planning by mapping relative cumulative impacts on ecosystem service supply

The aim of this paper is to provide the foundations for the development of a spatial decision-support toolset that combines cumulative impacts and ecosystem service supply assessments to support what-if scenario analysis in a maritime spatial planning context. Specifically, a conceptual framework for a toolset has been designed in order to introduce a new approach for place-based assessments of change in relative ecosystem service supply in multiple services at a time due to changes in cumulative impacts. Central to the toolset are two pre-existing approaches for relative ecosystem service supply and cumulative impact assessments and tools that facilitate them. The tools take advantage of available data from various sources, including geodata and expert knowledge, and have already been proven to support maritime spatial planning in a real-world context. To test the new approach and demonstrate the outputs, an ecosystem service supply assessment was done manually using the two currently separate tools. The results of the test case ecosystem service supply assessment for the Gulf of Riga in the Baltic Sea are also presented in this paper and illustrate the assessment steps and data needs. Although presently the focus of the illustrative assessment is the Gulf of Riga, the toolset will be able to accommodate analysis of cumulative impacts and service supply of any location, leaving the scope of the assessment to be determined by the objectives of the assessment as well as data availability (i.e., geospatial data availability and extent of expert knowledge).

The price of regionalisation: Discursive dominance and stakeholder coalitions in the Northern Adriatic Sea fishery governance arrangement

The regionalization process promoted by the EU's Common Fisheries Policy (CFP) enabled the formulation of a new governance arrangement at the sub-national regional level of the Northern Adriatic Sea (NAS). Given the potential for dominating narratives to foster simplified solutions for fishery management, the article sought to analyze discourse formations across Italian Regional Fishery Departments (RFDs) of the NAS. A discourse analysis based on the Discursive Agency Approach (DAA) delineated the discursive strategies, while a weak vs strong sustainability narrative was adopted to broadly group stakeholders into discourse coalitions. The results showed the presence of a dominating narrative in RFD settings, prioritizing the economic growth of the fishery sector - particularly the trawling industry - over current environmental concerns. The study points to a possibly increasing dominance of weak sustainability narratives in the Italian NAS and invites for stakeholders' representation to significantly broaden and diversify, enabling the development of multifaceted solutions to the NAS crisis.

A multi-dimensional approach to improve validation practices for qualitative models of marine social-ecological systems

Current modeling practices for social-ecological systems (SES) are often qualitative and use causal loop diagrams (CLDs), as these models promote an evaluation of the systems loops and variable connectivity. Our literature review demonstrated that quality assurance of these models often lacks a consistent validation procedure. Therefore, a guide to improving the validation of qualitative models is presented. The presumed utility protocol is a multi-dimensional protocol with 26 criteria, organized into four dimensions, designed to assess specific parts of the modeling process and provide recommendations for improvement. This protocol was applied to three demonstration cases, located in the Arctic Northeast Atlantic Ocean, Macaronesia, and the Tuscan archipelago. The “Specific Model Tests” dimension, which focuses on the structure of the model, revealed positive evaluations of its structure, boundaries, and capacity to be scaled up. "Guidelines and Processes", which focuses on the meaning and representativeness of the process, showed positive results regarding purpose, usefulness, presentation, and meaningfulness. "Policy Insights and Spillovers", a dimension focused on the policy recommendations, revealed a high number of "not apply", indicating that several criteria are too advanced for the status of the models tested. The "Administrative, Review, and Overview" dimension, which focused on the managerial overview, showed the models needed improvement in the documentation and replicability, while time and cost constraints were positively evaluated. The presumed utility protocol has shown to be a useful tool providing quantitative and qualitative evaluations for an intermediate evaluation of the model-building process, helping to substantiate confidence, with recommendations for improvements and applications elsewhere.

Beyond seablindness: a new agenda for maritime security studies

This article examines the rise of maritime security in concept and practice. We argue that developments in the maritime arena have flown beneath the radar of much mainstream international relations and security studies scholarship, and that a new agenda for maritime security studies is required. In this article we outline the contours of such an agenda, with the intention of providing orientation and direction for future research. Our discussion is structured into three main sections, each of which outlines a core dimension of the maritime security problem space. We begin with a discussion of the issues and themes that comprise the maritime security agenda, including how it has been theorized in security studies to date. Our argument is that the marine environment needs to be understood as part of an interlinked security complex, which also incorporates strong connections between land and sea. Second, we examine the ways in which maritime security actors have responded to these challenges in practice, focusing on issues of maritime domain awareness, coordination of action, and operations in the field. Third, we turn to the mechanisms through which the new maritime security agenda is being disseminated to local actors through a process of devolved security governance. We focus particularly on efforts to distribute knowledge and skills to local actors through capacity building and security sector reform. In the conclusion, we outline the future challenges for maritime security studies that follow from these observations.
