Autonomous Surface Vessel with Remote Human on the Loop: System Design for STCW Compliance

Autonomous surface vessels comprise complex automated systems with advanced onboard sensors. These help establish situation awareness and perform many of the complex tasks required for safe navigation. However, situations occur that require assistance by a human proxy. If not physically present on board, information digestion and sharing between human and machine become crucial to maintain safe operation. This paper addresses the co-design of on-board systems and a Remote Control Centre (RCC). Using the international regulations on watch-keeping (STCW) as a basis, the paper discuss how an autonomous system is designed to meet the STCW requirements. It is discussed how the autonomous system is made aware of the state of the vessel, its surroundings, on-board defects or navigational challenges and shared with the RCC in a collaborating system perspective.

Blue Paradigms: understanding the intellectual revolution in global ocean politics

The oceans have received extraordinary international attention in global policy and research. New insecurities and uncertainties, ranging from intensifying interstate disputes to persistent piracy and overfishing as well as to pollution, deoxygenation and climate change imply that the oceans are increasingly seen as being in crisis. This revolution in thinking about and addressing the oceans is driven by new ideas of why the oceans need political attention and care. In this article we demonstrate how four key new ‘blue paradigms’—maritime security, blue economy, ocean health and blue justice—have evolved and turned the oceans into a new area of priority. Each of these paradigms drives global ocean politics in different directions, which implies risks of fragmentation and conflicts. We work out the key differences between paradigms, investigating their underlying problematization, priorities and communities of practices involved. This provides a new map for navigating the complexity of global ocean politics useful for policy-makers and scholars. Thinking through paradigms also establishes a new analytical framework that allows for identifying conflicting priorities, tensions between ocean communities of practice, and ideas of how these can be managed. We conclude with a call for creative thinking of how synergies between the blue paradigms can be achieved in strategy, planning and research.

Bunker Levy Schemes for Greenhouse Gas (GHG) Emission Reduction in International Shipping

A fuel levy is one of the market-based measures (MBMs) currently under consideration at the International Maritime Organization. MBMs have been proposed to improve the energy efficiency of the shipping sector and reduce its emissions. This paper analyses the economic and environmental implications of two types of levy on shipping bunker fuels by means of an analytical model built on the cobweb theorem. A unit-tax per ton of fuel and an ad-valorem tax, enforced as a percentage of fuel prices, are examined. In both cases, a speed and fuel-consumption reduction equivalent to an improvement in the energy efficiency of the sector would be expected as a result of the regulation enforcement. The speed reduction in the unit-tax case depends on fuel prices and the tax amount, whereas in the ad-valorem case it relies upon the enforced tax percentage.
Both schemes lead to industry profit decline, the extent of which depend on the structure of the levy and market conditions. Since there is concern that the costs resulting from the policy will be passed from shipping companies to their customers along the supply chain, the paper dwells on how the costs arising from the enforcement of the levy will be actually allocated between ship-owners and operators, and cargo-owners. In a market characterised by high freight rates and with no or limited excess capacity, a higher percentage of the total tax amount is transferred from ship-owners to shippers. In case of a recession the opposite happens.

How can the space at sea be allocated to activities for use and protection in a space-saving way? How can we think across the different sectors so that marine planning is more coherent? These are questions that I am working to answer in my Ph.D. at Aalborg University, Copenhagen.

Climate Change and China as a Global Emerging Regulatory Sea Power in the Arctic Ocean: Is China a Threat for Arctic Security?

The impact of climate change in the Arctic Ocean such as ice melting and ice retreat facilitates natural resources extraction. Arctic fossil fuel becomes the drivers of geopolitical changes in the Arctic Ocean. Climate change facilitates natural resource extractions and increases competition between states and can result in tensions, even military ones. This article investigates through a political and legal analysis the role of China as an emerging regulatory sea power in the Arctic Ocean given its assertive “energy hungry country behaviour” in the Arctic Ocean. The United Nations Convention on the Law of the Sea (UNCLOS) and the Arctic Council (AC) are taken into consideration under climate change effects, to assess how global legal frameworks and institutions can deal with China’s strategy in the Arctic Ocean. China’s is moving away from its role as “humble power” to one of “informal imperialistic” resulting in substantial impact on the Arctic and Antartic dynamism. Due to ice-melting, an easy access to natural resources, China’s Arctic strategy in the Arctic Ocean has reinforced its military martitime strategy and has profoundly changed its maritime military doctrine shifting from regional to global in the context of UNCLOS. In particular, it is wondered, what China understands about the public order dimension of UNCLOS. The article concludes that despite China’ assertive behaviour towards the Arctic environmental ocean and its rise as global sea power, for the time being, China cannot be considered as a variable for Arctic security as there are no sufficient legal and policy objective elements to adduct that it constitutes a threat to Artic ocean security.

Counter-piracy: Navigating the cloudy waters of international law, domestic law and human rights

This edited volume examines the continued viability of international human rights law in the context of growing transnational law enforcement. With states increasingly making use of global governance modes, core exercises of public authority such as migration control, surveillance, detention and policing, are increasingly conducted extraterritorially, outsourced to foreign governments or delegated to non-state actors.

New forms of cooperation raise difficult questions about divided, shared and joint responsibility under international human rights law. At the same time, some governments engage in transnational law enforcement exactly to avoid such responsibilities, creatively seeking to navigate the complex, overlapping and sometimes unclear bodies of international law. As such, this volume argues that this area represents a particular dark side of globalisation, requiring both scholars and practitioners to revisit basic assumptions and legal strategies.

The volume will be of great interest to students, scholars and practitioners of international relations, human rights and public international law.

Current status, advancements and development needs of geospatial decision support tools for marine spatial planning in European seas

The implementation of marine spatial plans as required by the Directive on Maritime Spatial Planning (MSP) of the European Union (EU) poses novel demands for the development of decision support tools (DST). One fundamental aspect is the need for tools to guide decisions about the allocation of human activities at sea in ways that are ecosystem-based and lead to sustainable use of resources. The MSP Directive was the main driver behind the development of spatial and non-spatial DSTs for the analysis of marine and coastal areas across European seas. In this research we develop an analytical framework designed by DST software developers and managers for the analysis of six DSTs supporting MSP in the Baltic Sea, the North Sea, and the Mediterranean Sea. The framework compares the main conceptual, technical and practical aspects, by which these DSTs contribute to advancing the MSP knowledge base and identified future needs for the development of the tools. Results show that all of the studied DSTs include elements to support ecosystem-based management at different geographical scales (from national to macro-regional), relying on cumulative effects assessment and functionalities to facilitate communication at the science-policy interface. Based on our synthesis we propose a set of recommendations for knowledge exchange in relation to further DST developments, mechanisms for sharing experience among the user-developer community, and actions to increase the effectiveness of the DSTs in MSP processes.

Decarbonization of Maritime Transport: Is There Light at the End of the Tunnel?

The purpose of this paper is to assess the status and prospects of the decarbonization of maritime transport. Already more than two years have passed since the landmark decision of the International Maritime Organization (IMO) in April 2018, which entailed ambitious targets to reduce greenhouse gas (GHG) emissions from ships. The paper attempts to address the following three questions: (a) where do we stand with respect to GHG emissions from ships, (b) how is the Initial IMO Strategy progressing, and (c) what should be done to move ahead? To that effect, our methodology includes commenting on some of the key issues addressed by the recently released 4th IMO GHG study, assessing progress at the IMO since 2018, and finally identifying other issues that we consider relevant and important as regards maritime GHG emissions, such as for instance the role of the European Green Deal and how this may interact with the IMO process. Even though the approach of the paper is to a significant extent qualitative, some key quantitative and modelling aspects are considered as well. On the basis of our analysis, our main conjecture is that there is not yet light at the end of the tunnel with respect to decarbonizing maritime transport.
