The Common Fisheries Policy

The Common Fisheries Policy (CFP) is rooted in the Treaty of Rome. After its completion in 1983, the policy framework was gradually reformed through decennial reviews in 1993, 2003, and 2014. Due to geopolitical, physiographic, and historical reasons, the EU implementation of the CFP is most developed in the North Atlantic Ocean, the North Sea, and the Baltic Sea, and less developed in the Mediterranean and Black Sea. However, the CFP applies throughout European Union (EU) waters, which that are treated as a “common pond.” The CFP has been heavily contested since its introduction, and over long periods was characterized as a management system in crisis. Historically, the CFP has arguably struggled to perform and the policy’s ability to meet its objectives has not uncommonly been undermined by factors such as internally contradictory decisions and inefficient implementation. Since the turn of the century, the policy has changed its course by incrementally institutionalizing principles for a more environmentally orientated and scientifically based fisheries management approach. In general, in the latest decade, fisheries have become increasingly sustainable in both environmental and economic terms. An increasing number of fish stocks under the CFP are being exploited at sustainable levels—a development that is likely to continue, as fish stocks are coming to be more commonly managed along the lines of science-based multi-annual management plans. Consequently, many fishing fleets, particularly those deployed in northern waters, have shown good economic performance in recent years. This development has been further facilitated by the introduction of market-based management principles; in most member states these have been implemented by granting de facto ownership to fishing rights for free in the name of ecological and economic sustainability. This has, however, in many cases also led to huge wealth generation for a small privileged group of large-scale fishers at the expense of small-scale fisheries and smaller fishing communities, as well as society at large; this situation has led to calls for both a fairer distribution of fishing rights—to protect the small-scale sector—and for a resource rent or exploitation fee to be collected for the benefit of society at large, which is the true owner of fishing resources. Consequently, social sustainability, understood as the improved well-being of fishing communities and a fairer sharing out of the benefits derived from fisheries resources, should be a subject for the CFP to consider in the future.

SEANERGY – a spatial tool to facilitate the increase of synergies and to minimize conflicts between human uses at sea

With expanding human uses at sea, the objective of maritime spatial planning (MSP) to promote sustainable coexistence between marine uses becomes an increasingly challenging task. In order to assess coexistence options, both use-use interactions and use-environment interactions are important to explore. Tools for doing cumulative impact assessments (CIA) on the environment provide a means for spatially exploring environmental impacts. Finding inspiration in such ecosystem-based spatial use-environment approaches while drawing on pairwise marine use compatibility knowledge from existing literature, a spatial approach to model potential synergies and conflicts between marine uses through an expert-based scoring system is presented and implemented in SEANERGY, an ArcMap-based opensource toolbox. A test based on Baltic Sea GIS data demonstrates how SEANERGY supplements CIA analyzes with knowledge about potential use-use synergies, potential use-use conflicts, and their spatial extents, useful for optimizing the use of marine space in MSP without putting too much cumulative pressure on the environment.

Risk control in maritime shipping investments

In this paper we extend the state-of-the-art stochastic programming models for the Maritime Fleet Renewal Problem (MFRP) to explicitly limit the risk of insolvency due to negative cash flows when making maritime shipping investments. This is achieved by modeling the payment of ships in a number of periodical installments rather than in a lump sum paid upfront, representing more closely the actual cash flows for a shipping company. Based on this, we propose two alternative risk control measures, where the first imposes that the cash flow in each time period is always higher than a desired threshold, while the second limits the Conditional Value-at-Risk. We test the two models on realistic test instances based on data from a shipping company. The computational study demonstrates how the two models can be used to assess the trade-offs between risk of insolvency and expected profits in the MFRP.

Can we reduce conflicts at sea?

Around 70% of our planet is covered by water. Just as human activities on land require planning, planning is also needed at sea. How can the space at sea be allocated to activities for use and protection in a space-saving way? How can we think across the different sectors so that marine planning is more coherent? These are questions that I am working to answer in my Ph.D. at Aalborg University, Copenhagen.

Steps to unlocking Ecosystem Based Fisheries Management: Towards displaying the N Dimensional Potato

Any ecosystem based fisheries management system is necessarily faced with the problem of multiple objectives that trade-off against one another. Typically, objectives such as the maximization of yield, employment or profit or minimizing environmental impacts will be optimized in different parts of the decision space, which is formed of the fishing mortality rates that can be applied to the various species, given the constraints imposed by the mixed species nature of many fishing fleets. Since objectives cannot be simultaneously achieved, managers need to consider how such objectives trade-off against one another in order to choose a balanced strategy. Normally, they also have to consider the views of different groupings of stakeholders, who often favour widely different and conflicting objectives. This is particularly difficult if stakeholders are reluctant to expose their negotiating positions. This article explores two possible approaches to developing a Decision Support Framework for the North Sea. The first is a classic Multi- Criteria Analysis (MCA) approach that was developed in cooperation with North Sea stakeholders. The implementation went smoothly for the definition of suitable scenarios, decision trees and criteria, but failed in facilitating consensus on how to set priorities at the stakeholder level. However, it remains a possible approach for higher level management to adopt. Consequently, to aid effective decision-making a simpler approach was designed to visualise stakeholders concerns both to themselves and to the managers in charge of actual decision-making. Rather than trying to achieve some joint optima of the objectives that stakeholders wish to achieve this approach seeks to avoid the solutions various stakeholder groups resent the most. This ‘N dimensional potato approach’ proposed here treats the decision space as analogous to a partially rotten potato that has to be prepared for the table: each group of stakeholders cut away those parts of the decision space that they consider unacceptable. Ideally, this would leave a decision space where somewhat acceptable compromise solutions exist. But, if no decision space is left after all have made their cuts, this approach will still inform managers about the consequences of different solutions in terms of which group will be disappointed and by how much. Making this approach operational requires both uncovering various stakeholders’ views of the unacceptable areas, and also displaying these areas in a convenient fashion together with areas of stakeholder consent. The article describes the steps taken to address these two tasks by the North Sea case study of the MareFrame research project.

Assessing use-use interactions at sea: A theoretical framework for spatial decision support tools facilitating co-location in maritime spatial planning

The space occupied by traditional and new human-based marine uses at sea is expanding, creating a need for developing methods to assess interactions between co-located uses in maritime spatial planning (MSP). However, no clear terminology for use-use interactions exists. Thus, an analytical framework for spatial decision support tools (DSTs) to assess use-use interactions is deduced from literature. Four spatial-temporal links are found to either alone or together constitute use-use interactions: location links, environmental links, technical links, and user attraction links. It is found to be important for DSTs to support co-location management in MSP by iteratively through the MSP process 1) spatially-temporally locate spatial-temporal links constituting use-use interactions, 2) list conflicts and synergies of the located use-use interactions, and 3) weight the conflicts and synergies. With this analytical framework, two types of DSTs are analysed for their ability to include co-location; matrix- and ranking-based DSTs to detect conflicts and synergies and space allocating DSTs to avoid/minimise conflicts and optimise synergies. Whereas the first group of tools categorise or rank use-use combinations, the latter group use information about which multi-use combinations are possible as pre-existing knowledge, and thus the two groups of DSTs can advantageously be used together. A discrepancy is found between the co-location framework and the DSTs. It is argued that future tools could work on removing this discrepancy by considering the spatial-temporal links of use-use interactions, strengthen the focus on synergies, as well as prioritize ranking of synergies and conflicts over binary approaches that only evaluate spatial compatibility.

Market based measures for the reduction of Green House gas emissions from ships: a possible way forward

The International Maritime Organization (IMO) is a specialized United Nations (UN) agency regulating maritime transport. One of the very hot topics currently on the IMO agenda is decarbonization. In that regard, the IMO decided in 2018 to achieve by 2050 a reduction of at least 50% in maritime green house gas (GHG) emissions vis-à-vis 2008 levels. The purpose of this paper is to discuss the possible role of Market Based Measures (MBMs) so as to achieve the above target. To that effect, a brief discussion of MBMs at the IMO and the EU is presented, and a possible way forward is proposed, focusing on a bunker levy.

Do not shoot the messenger: ICES advice for an ecosystem approach to fisheries management in the European Union

The International Council for the Exploration of the Sea (ICES) occupies a central role in the advice system to support the implementation of an ecosystem approach to fisheries management (EAFM) in the European Union (EU). Despite improvements, its capacity to deliver ecosystem advice seems to be far from a fully functional operational framework. To what extent availability of appropriate scientific advice is a barrier for a more widespread use of an EAFM in Europe remains an open question. Building on the findings of a large research project, this article explores what advice ICES can provide. The article concludes that: (i) ICES has taken a leading role in generating an EAFM framework in which management decisions can operate; (ii) the advice “suppliers” and the advice “users” agree on the feasibility of using existing knowledge to “do EAFM now”; (iii) ICES can address a range of shortcomings, but some of the present bottlenecks demand concerted action between the advisory system and the political realm. The implementation of an EAFM requires consistency between science and management. ICES appears as well-suited to facilitate the dialogue on applying an EAFM in the EU, but it is unrealistic to expect ICES to produce all the answers.

The impacts of port infrastructure and logistics performance on economic growth: the mediating role of seaborne trade

Considering 91 countries with seaports, this study conducted an empirical inquiry into the broader economic contribution of seaborne trade, from a port infrastructure quality and logistics performance perspective. Investment in quality improvement of port infrastructure and its contribution to economy are often questioned by politicians, investors and general public. A structural equation model (SEM) is used to provide empirical evidence of significant economic impacts of port infrastructure quality and logistics performance. Furthermore, analysis of a multi-group SEM is performed by dividing countries into developed and developing economy groups. The results reveal that it is vital for developing countries to continuously improve the quality of port infrastructure as it contributes to better logistics performance, leading to higher seaborne trade, yielding higher economic growth. However, this association weakens as the developing countries become richer.

A System Architecture for a Transnational Data Infrastructure supporting Maritime Spatial Planning

The use of the seas and oceans is generally regulated by the United Nations through the UN Convention on the Law of the Sea, which defines the rights and responsibilities. However, with the rapidly increasing use of the sea and oceans it is inevitable that conflicts may arise. Accordingly, there has been an increasing international recognition of the need to manage human activities that influence the marine environment and its ecosystems in an integrated, cross-sectoral manner. Recently, Maritime Spatial Planning (MSP) has gained significant attention as a new paradigm aiming at minimizing the conflicts among different sea uses through involving various stakeholders and sectors while aiming for sustainable growth. The aim of this research is to build a conceptual model for a Data Infrastructure to support marine space in a transnational context addressing the challenges related to the increasing use of marine areas and resources. The work was carried out in a close cooperation between several public authorities and research institutes in the Baltic Sea Region.
