This paper analyses challenges and enablers for integrating a transboundary land-sea interaction (LSI) perspective into marine spatial planning (MSP) practice as experienced in the Baltic Sea Region. Collaborative research results from the Pan Baltic Scope project indicate that LSI remains an amorphous concept, particularly within a transboundary MSP context. Difficulty lies in bridging planning practices across land and sea and between varying uses, administrative settings and governance functions. Addressing LSI requires capacity, time, resources, awareness, reflection, and forums for collaborative learning across sectors and governance levels.
This book introduces a novel model to explain how the co-design and co-delivery of ocean science knowledge and solutions is influenced by ocean stakeholders with asymmetric power and resources, policy incentives and ocean conflict, ocean narratives, different knowledge systems, security concerns, principles, formal and informal rules, and communication competencies. Using the International Collaboration in Ocean Science model as a basis, the book advances with three lines of inquiry: ontological security of ocean science participants, the Ocean Decade and human well-being, and strategic narratives about international collaboration in ocean science. Through these, Carolijn van Noort shows the enabling and constraining conditions of co-creating ocean knowledge and solutions. Theoretically novel, the book provides a compelling framework for scholars to study ocean science collaboration.

Maritime spatial planning (MSP) needs tools to facilitate discussions and manage spatial data in collaborative workshops that involve actors with different types of backgrounds and expertise. Never the less, spatial tools in real-world MSP are only sparsely used. In the article it is argued that more knowledge about the use of GIS can support MSP is needed. It studies the use of GIS as a tool for collaborative MSP in five steps around development and testing of the prototype collaborative GIS, Baltic Explorer. The evaluation of the use found that the present functionalities of the system could support and facilitate the collaborative discussions in the MSP work. Still more research in the use of spatial data in the MSP process is needed.
The shipping industry faces huge challenges with regard to improving its environmental performance. The current regulatory approach has not been successful. Public and private actors increasingly rely on partnerships. The literature on partnerships for sustainability has contributed to a better conceptualisation of the subject. However, less is known about the processes and the outcomes of the partnerships as well as interactions between partnerships. This paper aims to improve the understanding of how partnerships contribute to developing cleaner technologies in the Danish shipping industry. Two partnerships have been analysed: Partnership for Cleaner Shipping and the Green Ship of the Future. Participation, scope and division of roles among partners have influenced both partnerships. Furthermore, both partnerships have developed organisational forms that proved to overcome the tensions in traditional partnerships, between open and information-based networking on the one side and closed and development-oriented collaboration on the other side.
For the EU's Common Fisheries Policy, solving the discard problem is a central issue. Through a study of the institutional set-up and initiatives to solve the discard problem in Denmark, the Faroe Islands, Iceland and Norway, the article identifies the discard problem as related to natural and other material conditions as well as cultural conditions. Therefore, solving the discard problem requires not only technical and regulatory instruments, but also arenas and structures that allow and support cultural change processes.
This paper centers local processes for co-creating transitions towards more sustainable, inclusive, and resilient coastal community development. We have conceptualized a path for change processes with phases of transition including 1. Reasons to convene; 2. Governance and participation "rules"; 3. Building knowledge together; 4. Implementation and experimentation; 5. Post-hoc reflections and assessment; 6. Transfer/reproduction of practices. Here, we focus on the first three stepping stones, which form the foundation of the collaborative process, focusing on the challenges and opportunities encountered as a pilot intervention is planned. We use a framework informed by partnership-, co-creation-, transition-, and justice literatures, to analyze data focused on establishing partnerships for ongoing co-creation of knowledge, empowering actors in the local communities, and selecting options for an intervention pilot. Conclusions relate to (a) trust and preexisting relationships, (b) what inclusion means, (c) internal power differentials, (d) preexisting tensions in the community, (e) challenges to co-creation.
This article examines whether the concept of territorial governance (TG) accurately captures the nature of governance and policymaking in transboundary marine spatial planning (TMSP) activities in the Baltic Sea Region. The focus of analysis is on the DG Mare–funded Baltic SCOPE and Pan Baltic Scope projects, which brought together key marine spatial planning stakeholders in the Baltic Sea Region to find solutions to TMSP issues. The five key dimensions of TG are examined against the transboundary collaborations undertaken during these two projects. The article finds that TMSP in the Baltic Sea Region shares many of the key characteristics of TG, such as, promoting learning and establishing stronger links between institutions, sectors and stakeholders; however, the TG concept fails to accurately capture the power dynamics at play in TMSP, particularly the central role of national planning authorities and certain sea use sectors in determining the overall direction of policy.
The European fisheries management is currently undergoing a fundamental change in the handling of catches of commercial fisheries with the implementation of the 2013 Common Fisheries Policy. One of the main objectives of the policy is to end the practice of discarding in the EU by 2019. However, for such changes to be successful, it is vital to ensure stakeholders acceptance, and it is prudent to consider possible means to verify compliance with the new regulation. Remote Electronic Monitoring (REM) with Closed-Circuit Television (CCTV) has been tested in a variety of fisheries worldwide for different purposes and is currently considered as one possible tool to ensure compliance with a European ban on discards.
This study focuses on Danish fishery inspectors and on fishers with REM experience, whose opinions are less well known. Their views on the landing obligation and on the use of REM were investigated using interviews and questionnaires, and contrasted to some fishers without REM experience. 80% of fishery inspectors and 58% of REM-experienced fishers expressed positive views on REM. 9 out of 10 interviewed fishers without REM experience were against REM. Participation in a REM trial has not led to antipathy towards REM. Fishery inspectors saw on-board observers, at-sea control and REM as the three best solutions to control the landing obligation but shared the general belief that the landing obligation cannot be enforced properly and will be difficult for fishers to comply with. The strengths and weaknesses of REM in this context are discussed.
The problem of marine litter represents a significant global challenge and illustrates the harmful consequences of an economic model that is based on disposability. The seafood sector is not only among the culprits, but is also among the most affected by this threat to the marine environment. Earlier research has pointed to fishing gear take-back schemes as a measure to mitigate the problem, and policymakers have embraced the idea. The Norwegian scheme for beverage containers has been hailed as a benchmark for the application of Extended Producer Responsibility. Through the lens of business ecosystems, we draw parallels between the existing take-back scheme for beverage containers and the latent system for fishing gear to answer the question: “What would it take to establish a take-back scheme for fishing gear?” We elaborate upon four factors that are well established for beverage container take-back schemes, but lacking or unclear in the case of fishing gear: (i) politico-institutional support, (ii) the system's value proposition, (iii) the system integrator, and (iv) operational factors (i.e., a network of collection points and procedures, and material variety and complexity). Our findings highlight that when innovations are not based on the usual market mechanisms, unconventional conceptualizations of value itself and how value is mapped and distributed are required. Meaningful engagement of the private sector depends upon either explicit articulation of value capture or policy instruments to enforce responsibility; both are currently either unclear or lacking in the context of fishing gear.
Across Europe, countries are joining forces in order to implement European Commission initiatives as the Blue Growth Strategy and the Directive on Maritime Spatial Planning. Collaboration on how to perform stakeholder involvement as well as create cross-border solutions has become a key issue around the European sea basins and holistic spatial planning approaches similar to terrestrial planning practices are now being implemented in the marine environment. Among the sectors in marine governance is the maritime cultural heritage under water as well as in the coastal zone, where the example of the Baltic Sea Region illustrates how this sector has become an inherent part of the new Blue Growth discourse and the MSP-policy development across the region. In order to utilise this potential, support for collaboration and shared understandings within the maritime cultural heritage community of practise is needed. This research has focused on how to develop a spatially enabled digital and collaborative working environment to support the co-creation of new shared spatial planning concepts for maritime cultural heritage. The development of the platform itself has been carried out in a close cooperation with the actual users including cultural heritage experts, public authorities and research institutes in the Baltic Sea Region.
