Establishing the links between marine ecosystem components, functions and services: An ecosystem service assessment tool

Although the concept of ecosystem services has been in use for many decades, its application for policy support is limited, particularly with respect to marine ecosystems. Gaps in the assessments of ecosystem services supply prevent its empirical application. We advance these assessments by providing an assessment tool, which links marine ecosystem components, functions and services, and graphically represents the assessment process and its results. The tool consists of two parts: (i) a matrix following the ecosystem services cascade structure for quantifying the contribution of ecosystem components in the provision of ecosystem services; (ii) and a linkage diagram for visualizing the interactions between the elements. With the aid of the Common International Classification of Ecosystem Services (CICES), the tool was used to assess the relative contribution of a wide range of marine ecosystem components in the supply of ecosystem services in the Latvian marine waters. Results indicate that the tool can be used to assess the impacts of environmental degradation in terms of ecosystem service supply. These impacts could further be valued in socioeconomic terms, as changes in the socioeconomic values ​​derived from the use of ecosystem services. The tool provides an opportunity for conducting a holistic assessment of the ecosystem service supply and communicating the results to marine spatial planning practitioners, and increasing their understanding and use of the ecosystem service concept.

The price of regionalisation: Discursive dominance and stakeholder coalitions in the Northern Adriatic Sea fishery governance arrangement

The regionalization process promoted by the EU's Common Fisheries Policy (CFP) enabled the formulation of a new governance arrangement at the sub-national regional level of the Northern Adriatic Sea (NAS). Given the potential for dominating narratives to foster simplified solutions for fishery management, the article sought to analyze discourse formations across Italian Regional Fishery Departments (RFDs) of the NAS. A discourse analysis based on the Discursive Agency Approach (DAA) delineated the discursive strategies, while a weak vs strong sustainability narrative was adopted to broadly group stakeholders into discourse coalitions. The results showed the presence of a dominating narrative in RFD settings, prioritizing the economic growth of the fishery sector - particularly the trawling industry - over current environmental concerns. The study points to a possibly increasing dominance of weak sustainability narratives in the Italian NAS and invites for stakeholders' representation to significantly broaden and diversify, enabling the development of multifaceted solutions to the NAS crisis.

System Architecture and Scenario Development: For existing and future energy system at Port of Hirtshals

This report includes a broad description of the findings from work package 2 in the EFFORT project and is made as the fulfillment of delivery L2.1 in the project. First an overall description of the Port of Hirtshals together with its infrastructure is given in chapter 1 together with some background aspect for the development of the Port of Hirtshals. In this chapter also the 5 companies who had shown their interest in participation in the project are described in more detail. Based on this as outcome of task 2.1 and described in chapter 2 an overall system architecture is set up for the existing industries at the Port of Hirtshals and next for the future expansion of the port. Based on the overall system architecture an adaptation of the system to the EU SGAM model is performed and explained. Then the overall set up of the data hub is briefly introduced, to see how it is related to the overall energy system set up. The final part documented for task 2.1 is two examples of sequence diagrams for first the processes in Forskerparken and next one which is valid for both the Fish Terminal, Lineage as well as Danish Salmon, since many of their electrical consuming processes here in an overall manner look the same.

In chapter 3 the base scenarios for the existing industries at Port of Hirtshals are set up. This is done based on information and wishes from the industries and the local Distribution System Operator (DSO), which is gained partly by bilateral discussions as well as on a workshop held with all the involved industries present at the same time. The scenarios will be described according to the IEC standard 62559-2, to ensure better utilization of the ideas in other projects, by applying a standard template known in this area.

Finally, in chapter 4 scenarios for the future expected extension of industries and activities at the Port of Hirtshals are set up. This is based on inputs from GPN, HH, NEN as well as Hjørring Municipality, Hirtshals Fjernvarme and from inputs from workshops with the existing industries at the port. Also here the IEC 62559-2 standard will be applied when describing the use cases.

The scenarios set up will later be used for the further development of the data hub, which is to be set up in the project, as well as for the model set up and control perspectives in the later WPs.

Value Creation Through Sustainable Supplier Management in Maritime Transport

The interest in sustainability in the maritime industry has been on the rise. Attention has shifted from how to develop and comply with environmental regulation and labour standards to a more integrated view on sustainable maritime transport that aims at incorporating sustainability in maritime firm strategies. The liner shipping industry, which has been at the forefront, plays a crucial role in global supply chains, with its commitment to sustainable maritime container transport gaining recognition. In particular, procurement relationships stand out as an area where sustainability can exert the most significant impact. Ocean transport is among the most widely outsourced services globally both by shippers and by freight forwarders. Unlike bulk transport, container ocean transport is always outsourced, as shippers do not use their own vessels. Yet, the selection criteria that logistics firms use regarding sustainability when choosing ocean transport service providers and the role of sustainability in value creation among shippers/freight forwarders and ocean transport providers have been scarcely explored.

This article delves into value creation via quality improvement and sustainability practices in ocean freight transport. Employing a case study of an ocean carrier, alongside interviews and survey data, it explores how liner shipping companies can leverage high-quality and sustainable operations to enhance service for their clients and create logistics value. A novel aspect of this study is the application of sustainable supplier management concepts to maritime logistics, highlighting how shippers’ sustainability requirements in sourcing ocean freight services shape procurement relationships and how shipping companies can employ sustainable procurement strategies for value creation.

A multi-dimensional approach to improve validation practices for qualitative models of marine social-ecological systems

Current modeling practices for social-ecological systems (SES) are often qualitative and use causal loop diagrams (CLDs), as these models promote an evaluation of the systems loops and variable connectivity. Our literature review demonstrated that quality assurance of these models often lacks a consistent validation procedure. Therefore, a guide to improving the validation of qualitative models is presented. The presumed utility protocol is a multi-dimensional protocol with 26 criteria, organized into four dimensions, designed to assess specific parts of the modeling process and provide recommendations for improvement. This protocol was applied to three demonstration cases, located in the Arctic Northeast Atlantic Ocean, Macaronesia, and the Tuscan archipelago. The “Specific Model Tests” dimension, which focuses on the structure of the model, revealed positive evaluations of its structure, boundaries, and capacity to be scaled up. "Guidelines and Processes", which focuses on the meaning and representativeness of the process, showed positive results regarding purpose, usefulness, presentation, and meaningfulness. "Policy Insights and Spillovers", a dimension focused on the policy recommendations, revealed a high number of "not apply", indicating that several criteria are too advanced for the status of the models tested. The "Administrative, Review, and Overview" dimension, which focused on the managerial overview, showed the models needed improvement in the documentation and replicability, while time and cost constraints were positively evaluated. The presumed utility protocol has shown to be a useful tool providing quantitative and qualitative evaluations for an intermediate evaluation of the model-building process, helping to substantiate confidence, with recommendations for improvements and applications elsewhere.

Application of methanol with an ignition improver in a small marine CI engine

Methanol, as one of the significant green fuel candidates for the combustion engines, can be produced from Power to X and biomass production. However, compression ignition (CI) of pure methanol in a combustion engine is impractical due to its low cetane rating. The strategy has gained little attention in the past, but is possible if the methanol is premixed with a fuel additive (ignition improver). In order to optimize and understand additivated methanol combustion, a phenomenological spray/packet combustion model is developed in this work. The model is used to calibrate an Arrhenius-type ignition delay equation for CI engine using additivated methanol, and the resulting calibrated ignition delay parameter is 2.14. The procedure involves to compare the modeled and experimental combustion rate profiles that are derived from a small marine CI engine by burning methanol with 3.5 % and up to 7.5 % kg/kg fuel additive. The present work finds that the phenomenological diesel combustion model methodology can be used with good accuracy, to simulate combustion rate profiles of additivated methanol in a CI engine. The model is, furthermore, able to indicate intermediate variables such as burning packet speeds, air mass, droplet mass, air/fuel equivalence ratio, and burning packet temperature for different packets of combustion.

Building a Decarbonized Supply Chain from the Ground Up: Early Evidence from the E-Methanol Shipping Fuel Supply Chain

In this study, we investigate the barriers and enablers companies face when they seek to establish a fully decarbonized supply chain from the ground up. While recent research on sustainable supply chain management has advanced our understanding of how existing supply chains can become more sustainable, there is less research on fully decarbonized supply chains that are designed carbon neutral to produce carbon neutral products. This research aims to expand that frontier by investigating the case of the emerging supply chain delivering fossil-neutral e- methanol to the shipping industry.

BONUS BASMATI Deliverable 5.1: User Requirements for Spatial Decision Support Systems in Maritime Spatial Planning

Maritime Spatial Planning (MSP) requires a spatially explicit framework for decision-making, and on that background the overall objective of BONUS BASMATI is to develop integrated and innovative solutions for MSP from the local to the Baltic Sea Region scale. This is to be realised through multi-level governance structures and interactive information technology aiming at developing an ecologically and socio-economically sound network of protected marine areas covering the Baltic Sea. Based on the results of former MSP projects, the BONUS BASMATI project sets out to analyse governance systems and their information needs regarding MSP in the Baltic Sea region in order to develop an operational, transnational model for MSP, while maintaining compliance with existing governance systems. It also develops methods and tools for assessments of different plan-proposals, while including spatially explicit pressures and effects on maritime ecosystem services in order to create the Baltic Explorer, which is a spatial decision support system (SDSS) for the Baltic Sea region to facilitate broad access to information. During the project running until 2020, new data will be produced and tested in assessments corresponding to policy goals. The data will support the combined analysis of the three elements of the concept of ecosystem services: the capacity, flow and benefit of provisioning, regulating and cultural services. A central aim of the project is to facilitate cross-border collaboration, and the project is carried out in close cooperation with relevant stakeholders in the BSR. The impact of the project will be facilitated and assessed in transnational case studies, where integrated solutions are required. The local scale will consist of case study areas in the South-West Baltic, the Latvian territorial and EEZ waters including open part of the Baltic Sea and the Gulf of Riga, and across the region, a pan-Baltic case study will be performed.

Understanding EU policies and the EU Green Deal: A policy mapping and scoping of institutional barriers within EU governance

The PermaGov Deliverable focuses on exploring the EU policy landscape within the context of the European Green Deal (EGD), structured around four regime complexes: marine life, marine plastics, marine energy, and maritime transport. These complexes provide a framework for analyzing the EU's approach to achieving the EGD's vision for sustainable marine governance. This report aims to offer a descriptive overview of marine EU policies relevant to the PermaGov project, focusing on policies identified as relevant to the overarching goals set forth in the EGD. It also considers relevant initiatives at global and regional levels.

The marine life regime sees the EU Biodiversity Strategy for 2030 as its overarching strategy, essential for the EGD's element of preserving and restoring ecosystems and biodiversity. Tackling the challenges of marine waste pollution, the marine plastics regime is guided by the EU Circular Economy Action Plan and the EU Action Plan: Towards Zero Pollution for Air, Water, and Soil, targeting the EGD's elements of a mobilizing industry for a clean and circular economy and a zero-pollution ambition for a toxic-free environment. The marine energy regime is shaped by the European Climate Law and the Offshore Renewable Energy Strategy, which are the overarching instruments that contribute to the EGD's elements of increasing the EU's climate ambition for 2030 and 2050 and ensuring the supply of clean, affordable, and secure energy. Lastly, the maritime transport regime sees the'Fit for 55'Package and the'Sustainable and Smart Mobility Strategy'as the two main instruments to achieve the EGD's elements of increasing the EU.

Current status, advancements and development needs of geospatial decision support tools for marine spatial planning in European seas

The implementation of marine spatial plans as required by the Directive on Maritime Spatial Planning (MSP) of the European Union (EU) poses novel demands for the development of decision support tools (DST). One fundamental aspect is the need for tools to guide decisions about the allocation of human activities at sea in ways that are ecosystem-based and lead to sustainable use of resources. The MSP Directive was the main driver behind the development of spatial and non-spatial DSTs for the analysis of marine and coastal areas across European seas. In this research we develop an analytical framework designed by DST software developers and managers for the analysis of six DSTs supporting MSP in the Baltic Sea, the North Sea, and the Mediterranean Sea. The framework compares the main conceptual, technical and practical aspects, by which these DSTs contribute to advancing the MSP knowledge base and identified future needs for the development of the tools. Results show that all of the studied DSTs include elements to support ecosystem-based management at different geographical scales (from national to macro-regional), relying on cumulative effects assessment and functionalities to facilitate communication at the science-policy interface. Based on our synthesis we propose a set of recommendations for knowledge exchange in relation to further DST developments, mechanisms for sharing experience among the user-developer community, and actions to increase the effectiveness of the DSTs in MSP processes.
