The purpose of this chapter is to introduce the concept of Market Based Measures (MBMs) to reduce Green House Gas (GHG) emissions from ships, and review several distinct MBM proposals that were under consideration by the International Maritime Organization (IMO). The chapter then moves on to discuss the concept of Monitoring, Reporting and Verification (MRV) of CO2 emissions and the distinct mechanisms set up the European Union (EU) and the IMO for MRV. The reason the MBM and MRV subjects are treated in the same chapter is twofold: (a) the MRV discussion essentially started when the MBM discussion was suspended in 2013, and (b) MRV is a critical step for any eventual MBM implementation in the future.
In recent years the issue of sulfur emissions from maritime transport has seen newfound attention. This chapter presents an overview of the main issues of sulfur emissions and the legislative framework that seeks to reduce the sulfur footprint of the maritime sector. It also analyzes potential modal shifts toward less efficient land-based modes which may happen as a result of sulfur regulations and investigates the related potential economic damage to ship operators. To that effect, this chapter presents findings from a recently finished project at DTU and the developed methodological framework that can be used to estimate such modal shifts, as well as to measure the efficacy of policy and ship operators’ measures to reverse such shifts.
Although the existing literature identifies a fuel levy imposed by means of a global agreement as the most efficient policy for carbon pricing in the maritime sector, scholars and policy makers have debated the possibility for regional measures to be introduced in case a global agreement cannot be achieved. This debate has highlighted several economic, legal, and political challenges that the implementation of an efficient and effective regional scheme would have to face. This article compares the relative performance of various regional measures for carbon pricing based on the following criteria: jurisdictional basis, data availability, environmental effectiveness and avoidance strategies, impact on competitiveness, differentiation for developing countries, and incentives for reaching a global agreement. The main finding is that, if carefully designed, a cargo-based measure that covers the emissions released throughout the whole voyage to the cargo destination presents various advantages compared with other regional carbon pricing schemes. These advantages have been largely ignored in the literature.
Fishing is a human activity with various social and economic implications. In most countries, those implications are key factors to consider when deciding on specific management strategies. In this report, the fisheries management strategies implemented in the different European marine regions are reviewed, and relevant indicators, models and tools that can be used to predict the effectiveness of these strategies, from a social and economic point of view are identified. The objective was to identify the critical social and economic aspects of fisheries, relevant social and economic indicators, and regionally-relevant management measures to be considered in the evaluations of different management strategies later in the project.
The scoping consultations and systematic reviews identified a long list of potentially relevant key social and economic aspects and management measures. Among these, the most frequently mentioned items identified in scoping with stakeholders were windfarms, employment/jobs, MPAs, food supply, small-scale fisheries, local communities and pollution. The systematic review identified landings (volume or value), effort (days at sea), fuel costs, number of vessels, profit, aspects of costs, economic performance, sustainability-resilience, compliance and capacity as frequently occurring topics. The fisheries management policies most frequently mentioned were effort control, landing obligation, Individual Transferable Quota (ITQ), MPAs and TAC. Among the papers analyzed, more than 30%, concerned the Mediterranean region, followed by Western Waters, the North Sea and the Baltic Sea, indicating a higher contribution of Mediterranean studies to the conclusions.
Aspects identified frequently in both scoping and in systematic reviews included MPAs and small-scale fisheries, which were all identified in both methods as frequently occurring. However, there were also aspects which appeared to be represented differently in the evaluations (e.g. employment and local communities) indicating discrepancies between the available knowledge and that sought by the end users.
The aim of this paper is to provide the foundations for the development of a spatial decision-support toolset that combines cumulative impacts and ecosystem service supply assessments to support what-if scenario analysis in a maritime spatial planning context. Specifically, a conceptual framework for a toolset has been designed in order to introduce a new approach for place-based assessments of change in relative ecosystem service supply in multiple services at a time due to changes in cumulative impacts. Central to the toolset are two pre-existing approaches for relative ecosystem service supply and cumulative impact assessments and tools that facilitate them. The tools take advantage of available data from various sources, including geodata and expert knowledge, and have already been proven to support maritime spatial planning in a real-world context. To test the new approach and demonstrate the outputs, an ecosystem service supply assessment was done manually using the two currently separate tools. The results of the test case ecosystem service supply assessment for the Gulf of Riga in the Baltic Sea are also presented in this paper and illustrate the assessment steps and data needs. Although presently the focus of the illustrative assessment is the Gulf of Riga, the toolset will be able to accommodate analysis of cumulative impacts and service supply of any location, leaving the scope of the assessment to be determined by the objectives of the assessment as well as data availability (i.e., geospatial data availability and extent of expert knowledge).
The purpose of this short paper is to provide a brief and non‐encyclopedic commentary on the decisions made at IMO MEPC 76 (June 2021) and assess the prospects for the future of shipping decarbonization in the aftermath of that meeting. The recent action of the European Commission to include shipping into the EU Emissions Trading System (ETS) is also discussed.
We introduce a decision support tool for liner shipping companies to optimally determine the sailing speed and needed fleet for a global network. As a novelty we incorporate cargo routing decisions with tight transit time restrictions on each container such that we get a realistic picture of the utilization of the network. Furthermore, we show that it is possible to extend the model to include optimal time scheduling decisions such that the time associated with transshipments is also reflected accurately. To solve the speed optimization problem we propose an exact algorithm based on Benders decomposition and column generation that exploits the separability of the problem. Computational results show that the method is applicable to liner shipping networks of realistic size and that it is important to incorporate cargo routing decisions when optimizing speed.
For the EU's Common Fisheries Policy, solving the discard problem is a central issue. Through a study of the institutional set-up and initiatives to solve the discard problem in Denmark, the Faroe Islands, Iceland and Norway, the article identifies the discard problem as related to natural and other material conditions as well as cultural conditions. Therefore, solving the discard problem requires not only technical and regulatory instruments, but also arenas and structures that allow and support cultural change processes.
Among the spectrum of logistics – based measures for sustainable shipping, this chapter focuses on speed optimization. This involves the selection of an appropriate speed by the vessel, so as to optimize a certain objective. As ship speed is not fixed, depressed shipping markets and/or high fuel prices induce slow steaming which is being practised in many sectors of the shipping industry. In recent years the environmental dimension of slow steaming has also become important, as ship emissions are directly proportional to fuel burned. Win-win solutions are sought, but they will not necessarily be possible. The chapter presents some basics, discusses the main trade-offs and also examines combined speed and route optimization problems. Some examples are presented so as to highlight the main issues that are at play, and the regulatory dimension of speed reduction via speed limits is also discussed.
“Speed optimization and speed reduction” are included in the set of candidate short-term measures under discussion at the International Maritime Organization (IMO), in the quest to reduce greenhouse gas (GHG) emissions from ships. However, there is much confusion on what either speed optimization or speed reduction may mean, and some stakeholders have proposed mandatory speed limits as a measure to achieve GHG emissions reduction. The purpose of this paper is to shed some light into this debate, and specifically examine whether reducing speed by imposing a speed limit is better than doing the same by imposing a bunker levy. To that effect, the two options are compared. The main result of the paper is that the speed limit option exhibits a number of deficiencies as an instrument to reduce GHG emissions, at least vis-à-vis the bunker levy option.
