This paper analyses challenges and enablers for integrating a transboundary land-sea interaction (LSI) perspective into marine spatial planning (MSP) practice as experienced in the Baltic Sea Region. Collaborative research results from the Pan Baltic Scope project indicate that LSI remains an amorphous concept, particularly within a transboundary MSP context. Difficulty lies in bridging planning practices across land and sea and between varying uses, administrative settings and governance functions. Addressing LSI requires capacity, time, resources, awareness, reflection, and forums for collaborative learning across sectors and governance levels.
ABSTRACT: This article reviews early experiences with what is commonly referred to as 'regionalisation'. Initially, the article briefly recalls the shortcomings of the traditional, highly centralized governance structure of the Common Fisheries Policy of the European Union, for which regionalization was widely perceived as a solution, while at the same time providing an overview of the policy processes and various inputs that led to the provisions of recent regulation. Subsequently, the article presents empirical experiences related to the actual implementation and performance of the regional structures in the North and Baltic Seas and discusses the extent to which the adopted model of regionalization is appropriate in light of the objectives it was intended to advance. Finally, the article offers some scenarios of possible 'futures' of the regional structures.
Successful maritime spatial planning processes require stakeholder engagement and participation, thus requiring tools that support collaboration. Communication-driven spatial decision support systems are designed to facilitate decision making processes of complex spatial problems and are therefore suited for this task, but there are unresolved questions about user access control for these systems. In this study, user access control was designed for a spatial decisions support system for collaborative maritime spatial planning based on observation of two user tests. It was found that there were three distinct groups of users with special access needs to collaborative functionality. The level of access to functionality was organized into three groups: passive participants, actively contributing collaborators and managing moderators.
This report analyses recent productivity developments in some of the main capture fisheries in Europe. Using data on specific fleet segments, productivity growth has been compared
between demersal fisheries in the UK, Spain, Norway, Iceland and the Faroe Islands, and pelagic fisheries in the UK, Denmark, Norway, Iceland and the Faroe Islands.
Across Europe, countries are joining forces in order to implement European Commission initiatives as the Blue Growth Strategy and the Directive on Maritime Spatial Planning. Collaboration on how to perform stakeholder involvement as well as create cross-border solutions has become a key issue around the European sea basins and holistic spatial planning approaches similar to terrestrial planning practices are now being implemented in the marine environment. Among the sectors in marine governance is the maritime cultural heritage under water as well as in the coastal zone, where the example of the Baltic Sea Region illustrates how this sector has become an inherent part of the new Blue Growth discourse and the MSP-policy development across the region. In order to utilise this potential, support for collaboration and shared understandings within the maritime cultural heritage community of practise is needed. This research has focused on how to develop a spatially enabled digital and collaborative working environment to support the co-creation of new shared spatial planning concepts for maritime cultural heritage. The development of the platform itself has been carried out in a close cooperation with the actual users including cultural heritage experts, public authorities and research institutes in the Baltic Sea Region.
This paper introduces an interactive method which aims to map out perspectives on the state of ecosystem-based approaches (EbA) in marine spatial planning (MSP). MSP meets a need for organizing the allocation of space to maritime uses. MSP should also control and limit the pressures induced by these activities on marine ecosystems. To evaluate how EbA is actually applied, this research proposes a participatory method to assess the effectiveness of current EbA practices within the MSP process using perceptual maps. The mapping focuses on two dimensions: relevance and implementation of a set of 13 key elements of EbA. The method was tested on a sample of marine planners from ongoing MSP processes in northern European sea basins. The study shows that perceptual maps provide four main benefits: participatory, visualization capacity, qualitative and quantitative applicability, and easy to use. This tool undoubtedly has the potential to illustrate the state of integration of EbA in MSP and highlight the priority issues to develop in future plans, and consequently to provide keys to revise marine plans in a way that better takes into account EbA principles.
There is an increasing pressure on the fisheries to avoid bycatch and discards. In the EU this is seen in landing obligations in the new Common Fisheries Policy. The European fisheries are thus under pressure to be highly selective both in adjusting catches to the individual or collective quota combinations and to be size selective in order to optimize the economic outcome of the available quota. This paper proposes a strategy of time-place selectivity by sharing real-time data and information between vessels about areas with high abundance of unwanted species and sizes (hotspots). The paper examines use of time-place regulation, risks/benefits of sharing knowledge and experiences from a previous real-time information sharing system as a basis for developing the four models for fisher's sharing of information. The models differ with respect to data and information collection methods, who owns and accesses the data and hotspot warnings. The models are tested through a discussion of the possible application of the models in the context of the nephrops trawl fishery in Kattegat and Skagerrak. Based on this the models are proposed as possible tools for the fishing industry and managers when adjusted to specific local conditions, and a recommendation for policy support of development of information sharing systems is outlined.
A number of solutions, with varying efficiency, have been proposed to mitigate discards. In this paper twelve mitigation measures were reviewed by their strengths and weaknesses, along with opportunities and threats, they might entail. How mitigation methods could either support or counteract others was also reviewed. The analyses of the mitigation measures are based on expert knowledge and experience and supported with existing literature. Discarding is highly variable and is influenced by numerous biological, technical and operational factors as well as social and economic drivers. These influences need to be carefully considered when designing management approaches. Finally, all reforms must be carefully considered within the context of a broader management system. The full management system needs to be thought of coherently to create an incentive framework that motivates fishers to avoid unwanted catches. It is only in this setting that discard mitigation methods may be potentially effective.
The present paper explores how industrial symbiosis emergence unfolds within port industrial areas through a multiple case study that focuses on actors, platforms for collaboration, and content of stakeholder processes. Drivers for industrial symbiosis emergence are identified, and future lines of research are proposed.
This book introduces a novel model to explain how the co-design and co-delivery of ocean science knowledge and solutions is influenced by ocean stakeholders with asymmetric power and resources, policy incentives and ocean conflict, ocean narratives, different knowledge systems, security concerns, principles, formal and informal rules, and communication competencies. Using the International Collaboration in Ocean Science model as a basis, the book advances with three lines of inquiry: ontological security of ocean science participants, the Ocean Decade and human well-being, and strategic narratives about international collaboration in ocean science. Through these, Carolijn van Noort shows the enabling and constraining conditions of co-creating ocean knowledge and solutions. Theoretically novel, the book provides a compelling framework for scholars to study ocean science collaboration.
