The use of the seas and oceans is generally regulated by the United Nations through the UN Convention on the Law of the Sea, which defines the rights and responsibilities. However, with the rapidly increasing use of the sea and oceans it is inevitable that conflicts may arise. Accordingly, there has been an increasing international recognition of the need to manage human activities that influence the marine environment and its ecosystems in an integrated, cross-sectoral manner. Recently, Maritime Spatial Planning (MSP) has gained significant attention as a new paradigm aiming at minimizing the conflicts among different sea uses through involving various stakeholders and sectors while aiming for sustainable growth. The aim of this research is to build a conceptual model for a Data Infrastructure to support marine space in a transnational context addressing the challenges related to the increasing use of marine areas and resources. The work was carried out in a close cooperation between several public authorities and research institutes in the Baltic Sea Region.
Critical maritime infrastructure protection has become a priority in ocean governance, particularly in Europe. Increased geopolitical tensions, regional conflicts, and the Nord Stream pipeline attacks in the Baltic Sea of September 2022 have been the main catalysts for this development. Calls for enhancing critical maritime infrastructure protection have multiplied, yet, what this implies in practice is less clear. This is partially a question of engineering and risk analysis. It also concerns how the multitude of actors involved can act concertedly. Dialogue, information sharing, and coordination are required, but there is a lack of discussion about which institutional set ups would lend themselves. In this article, we argue that the maritime counter-piracy operations off Somalia, as well as maritime cybersecurity governance hold valuable lessons to provide new answers for the institutional question in the critical maritime infrastructure protection agenda. We start by clarifying what is at stake in the CMIP agenda and why it is a major contemporary governance challenge. We then examine and assess the instruments found in maritime counter-piracy and maritime cybersecurity governance, including why and how they provide effective solutions for enhancing critical maritime infrastructure protection. Finally, we assess the ongoing institution building for CMIP in Europe. While we focus on the European experience, our discussion on designing institutions carries forward lessons for CMIP in other regions, too.
The purpose of this project is therefore to develop a software tool that can implement an automated intelligent registration (artificial intelligence) of the catch of cod on board the vessel. The project can both support the ongoing camera projects, but also functions as a forward-looking method where the concept of this approach is that the camera focuses on the catch and can be implemented without human supervision. This has a number of potential advantages, including that human supervision is avoided, the number of cameras can probably be reduced to just one (although possibly a stereo camera), labor resources are saved by automated monitoring, it will be possible to reduce the amount of data, fishermen can target selective fishing based on the information obtained, increased precision in relation to possible legal
use of the observations and overall it will reduce costs. The project supports the monitoring that has been initiated in the Kattegat, but should also be seen as a future development, including internationally, where the focus is on building monitoring/surveillance around the use of images as documentation of the catch. An extremely important element of the project is to create a high-quality dataset that can be used internationally to improve algorithms and intensify research.
Cod stocks in the Danish inland waters and the Baltic Sea have collapsed today. Fishing vessels have therefore been required to install video cameras that film the catch for control purposes. The use of artificial intelligence for automated documentation of the catch is therefore a promising solution for control as well as research and management purposes that can contribute to rebuilding cod stocks and ensuring sustainable fishing in the future.
The current and potential use of the seas and oceans is often called the 'Blue Economy'. Recently, the European Commission launched its Blue Growth Strategy on the opportunities for marine and maritime sustainable growth. The European Commission considers that Blue Growth is a long-term strategy in the marine and maritime sectors with great potential for innovation and economic growth. Holistic spatial planning systems supporting sustainable development have proven themselves in terrestrial planning and are also needed at sea. Due to this reason,
the BONUS BASMATI project is based on the ecosystem services approach to assist in assessing sustainable solutions corresponding to policy goals.
In the European Union, Maritime Spatial Planning (MSP) has been regarded as a means of promoting the sustainable growth of the blue economy. Consequently, where the planning outcomes affect the business operations in marine areas, commercial and industry stakeholders should have an important role in the planning process. However, the business perspective in MSP has gained little attention in stakeholder involvement literature. The aim of this study is to elaborate on the business sector's interest and involvement in MSP in the Baltic Sea region. The findings are based on the first-hand experiences of MSP authorities and experts. Furthermore, perspectives from two sea-use sectors, maritime transport and marine tourism, have been investigated using online questionnaires to discover their views. The study focuses on the questions of who to involve and what are the driving forces promoting business sector involvement. Even though MSP is a form of broad-scale planning, the results indicate that all spatial and organizational scales from local to international and from small enterprises to umbrella organizations should be considered when designing approaches to business stakeholder participation. The planning authorities need to consider what are the benefits and challenges of involving different types of business stakeholders. Planners often rely on organizations that represent business stakeholders and individual companies. It is resource effective to interact with representatives as they are considered to have a broad and general knowledge of the respective sector's interests. However, in some cases it is beneficial to also integrate individual companies, especially in local or regional contexts.
This paper analyses challenges and enablers for integrating a transboundary land-sea interaction (LSI) perspective into marine spatial planning (MSP) practice as experienced in the Baltic Sea Region. Collaborative research results from the Pan Baltic Scope project indicate that LSI remains an amorphous concept, particularly within a transboundary MSP context. Difficulty lies in bridging planning practices across land and sea and between varying uses, administrative settings and governance functions. Addressing LSI requires capacity, time, resources, awareness, reflection, and forums for collaborative learning across sectors and governance levels.
With the blue economic sectors growing, marine macroalgae cultivation plays an important role in securing food and energy supplies, as well as better water quality in sustainable ways, whether alone or as part of a cluster solution to mitigate the effects of fish farming. While macroalgae cultivation exists in Europe, it is not that widely distributed yet; with increasing marine activities at sea, Maritime Spatial Planning (MSP) needs to ensure social recognition as well as social and spatial representation for such a new marine activity. This comparative case study analysis of MSPs of three eastern Baltic Sea countries explores the levels of support for the development of macroalgae cultivation in MSP and the degree of co-location options for this new and increasingly important sector. It presents new analytical ways of incorporating co-location considerations into the concept of social sustainability. The results of this study support the harmonisation of views on co-location, propose ways of using space to benefit multiple users as well as marine ecosystems, and highlight some of the key social challenges and enablers for this sector.
ABSTRACT: This article reviews early experiences with what is commonly referred to as 'regionalisation'. Initially, the article briefly recalls the shortcomings of the traditional, highly centralized governance structure of the Common Fisheries Policy of the European Union, for which regionalization was widely perceived as a solution, while at the same time providing an overview of the policy processes and various inputs that led to the provisions of recent regulation. Subsequently, the article presents empirical experiences related to the actual implementation and performance of the regional structures in the North and Baltic Seas and discusses the extent to which the adopted model of regionalization is appropriate in light of the objectives it was intended to advance. Finally, the article offers some scenarios of possible 'futures' of the regional structures.
This report analyses recent productivity developments in some of the main capture fisheries in Europe. Using data on specific fleet segments, productivity growth has been compared
between demersal fisheries in the UK, Spain, Norway, Iceland and the Faroe Islands, and pelagic fisheries in the UK, Denmark, Norway, Iceland and the Faroe Islands.
