Arctic Shipping: Commercial Opportunities and Challenges

This report forms part of the ambitious CBS Maritime research initiative entitled “Competitive Challenges and Strategic Development Potential in Global Maritime Industries” which was launched with the generous support of the Danish Maritime Fund. The competitiveness initiative targets specific maritime industries (including shipping, offshore energy, ports, and maritime service and equipment suppliers) as well as addresses topics that cut across maritime industries (regulation and competitiveness). The topics and narrower research questions addressed in the initiative were developed in close dialogue between CBS Maritime and the maritime industries in Denmark. CBS Maritime is a Business in Society (BiS) Platform at Copenhagen Business School committed to the big question of how to achieve economic and social progress in the maritime industries. CBS Maritime aims to strengthen a maritime focus at CBS and create the foundation for CBS as a stronger partner for the maritime industries, as well as for other universities and business school with a devotion to maritime economics research. The competitiveness initiative comprises a number of PhD projects and five short term mapping projects, the latter aiming at developing key concepts and building up a basic industry knowledge base for further development of CBS Maritime research and teaching. This report attempts to map the opportunities and challenges for the maritime industry in an increasingly accessible Arctic Ocean

Regulation of Greenhouse Gas Emissions from International Shipping and Jurisdiction of States

The regulation of greenhouse gas emissions from international shipping is becoming a matter of increasing concern. Two issues arise in particular. The first issue concerns the elaboration of rules on this subject. In this regard, Annex VI of the International Convention for the Prevention of Pollution from Ships (MARPOL), amended in 2011, constitutes a key instrument because it was the first legally binding climate change instrument since the Kyoto Protocol. The second issue relates to effective compliance with relevant rules. While the flag State has the primary responsibility to implement relevant rules concerning the regulation of greenhouse gas emissions from international shipping, the flag State responsibility alone is inadequate to secure effective compliance with relevant rules. Thus, there is a need to examine the question whether and to what extent coastal and port States can regulate greenhouse gas emissions from vessels in international law. This article seeks to address these two issues. The article concludes that while port States can perform a valuable role in effectuating global rules provided in MARPOL Annex VI, port State control encounters several challenges. Thus, securing compliance with relevant rules should be an important issue in the regulation of greenhouse gas emissions from international shipping.

Buyer-driven Greening? Cargo-Owners and Environmental Upgrading in Maritime Shipping

In this article, we examine the relations between global value chain governance and environmental upgrading in maritime shipping. Drawing from interviews with global shipping companies and major buyers of shipping services (cargo-owners), we reveal the key issues and challenges faced in improving the environmental performance of maritime transportation. Contributing to the Global Value Chain (GVC) literature, we compare and analyze the influence of three main external drivers on environmental upgrading in the tanker, bulk and container shipping segments: regulation, cooperation and buyer demands. Our findings suggest that environmental upgrading is more likely to occur when global value chains are characterized by unipolar governance and where the lead firms are consumer-facing companies with reputational risks. Furthermore, environmental upgrading in shipping is not likely to materialize without clear and enforceable global regulation and stronger alignment between regulation and voluntary sustainability initiatives.

Full-shipload tramp ship routing and scheduling with variable speeds

This paper investigates the simultaneous optimization problem of routing and sailing speed in the context of full-shipload tramp shipping. In this problem, a set of cargoes can be transported from their load to discharge ports by a fleet of heterogeneous ships of different speed ranges and load-dependent fuel consumption. The objective is to determine which orders to serve and to find the optimal route for each ship and the optimal sailing speed on each leg of the route so that the total profit is maximized. The problem originated from a real-life challenge faced by a Danish tramp shipping company in the tanker business. To solve the problem, a three-index mixed integer linear programming formulation as well as a set packing formulation is presented. A novel Branch-and-Price algorithm with efficient data preprocessing and heuristic column generation is proposed. The computational results on the test instances generated from real-life data show that the heuristic provides optimal solutions for small test instances and near-optimal solutions for larger test instances in a short running time. The effects of speed optimization and the sensitivity of the solutions to the fuel price change are analyzed. It is shown that speed optimization can improve the total profit by 16% on average and the fuel price has a significant effect on the average sailing speed and total profit.

The liner shipping berth scheduling problem with transit times

In this paper speed optimization of an existing liner shipping network is solved by adjusting the port berth times. The objective is to minimize fuel consumption while retaining the customer transit times including the transhipment times. To avoid too many changes to the time table, changes of port berth times are only accepted if they lead to savings above a threshold value. Since the fuel consumption of a vessel is a non-linear convex function of the speed, it is approximated by a piecewise linear function. The developed model is solved using exact methods in less than two minutes for large instances. Computational experiments on real-size liner shipping networks are presented showing that fuels savings in the magnitude 2–10% can be obtained. The work has been carried out in collaboration with Maersk Line and the tests instances are confirmed to be representative of real-life networks.

Cost and time models for the evaluation of intermodal chains by using short sea shipping in the North Sea Region: The Rosyth-Zeebrugge route

This paper is framed in the context of the EU Interreg IVB North Sea Region project Food Port. In line with this project, this paper aims to define mathematically cost and time models able to provide realistic information about the performances of road haulage and of intermodal chains using short sea shipping (SSS) in the North Sea Region (NSR). The models integrate the necessary variables to establish the impact of different fleets and SSS features on the competitiveness of intermodal chains for the movement of food related goods. The models were applied to evaluate the opportunities for the success of intermodal chains using the Rosyth-Zeebrugge route. The results obtained validate the utility of the models and they suggest possible changes to the current operation of this SSS service in order to increase the marked potential possibilities for the intermodal chains through Rosyth-Zeebrugge.

Orchestrating Transnational Environmental Governance in Maritime Shipping

Maritime shipping is the transmission belt of the global economy. It is also a major contributor to global environmental change through its under-regulated air, water and land impacts. It is puzzling that shipping is a lagging sector as it has a well-established global regulatory body—the International Maritime Organization. Drawing on original empirical evidence and archival data, we introduce a four-factor framework to investigate two main questions: why is shipping lagging in its environmental governance; and what is the potential for the International Maritime Organization to orchestrate emerging private ‘green shipping’ initiatives to achieve better ecological outcomes? Contributing to transnational governance theory, we find that conditions stalling regulatory progress include low environmental issue visibility, poor interest alignment, a broadening scope of environmental issues, and growing regulatory fragmentation and uncertainty. The paper concludes with pragmatic recommendations for the International Maritime Organization to acknowledge the regulatory difficulties and seize the opportunity to orchestrate environmental progress.

Integrated Berth Allocation and Quay Crane Assignment Problem: Set partitioning models and computational results

Most of the operational problems in container terminals are strongly interconnected. In this paper, we study the integrated Berth Allocation and Quay Crane Assignment Problem in seaport container terminals. We will extend the current state-of-the-art by proposing novel set partitioning models. To improve the performance of the set partitioning formulations, a number of variable reduction techniques are proposed. Furthermore, we analyze the effects of different discretization schemes and the impact of using a time-variant/invariant quay crane allocation policy. Computational experiments show that the proposed models significantly improve the benchmark solutions of the current state-of-art optimal approaches.
