The Impact of Management Practices use on Brazilian Port Authorities’ Performance

This study analyses the relation between management practices and the performance of Brazilian port authorities. In order to do so, a survey-based evaluation tool of the quality of management practices was developed. In addition, a set of operational and financial performance indicators of such port authorities and their ports was calculated. The differences in operational and financial performance between port authorities with a high and a low quality of management practices were analysed by Student t-tests and the relation between management practices and port performance was accessed through linear regression analysis. The results indicated that the better managerial practices have a positive impact on port authorities' financial performance but have no significant impact on ports' operational performance. The study also found that port authorities controlled by States and Municipalities have better financial and operational results and use more management practices than those managed by the Brazilian Federal Government.

Port Cooperation in the North Adriatic Ports

Recent trends in port development show that ports are making increasing efforts to forge mutually beneficial cooperation strategies, particularly ports sharing a common hinterland. In this paper, we analyse the North Adriatic ports (Koper, Rijeka, Trieste and Venice) with a focus on two related themes. First, the complementarity of the North Adriatic (NA) ports in the container market is analysed based on port vessel service patterns and shipping line interviews. We operationalize the analysis of complementarity with an analysis of the effects of multiple port calls on the revenue required to make a call in a specific NA port economically feasible. We conclude that the inclusion of another NA port reduces the minimum required revenue for a call in an additional NA port.
Second, we assess the scope and depth of cooperation between ports. We map current and potential future cooperation using a 'cooperation matrix' with two dimensions: the involvement of stakeholders (limited vs. broad), and the depth of cooperation (pre-competitive vs. commercial). We use in-depth interviews with port authorities, terminal operators, rail operators, major shipping lines and forwarders in the NA region to position the NA ports in the matrix. We conclude by discussing prospects of future NAPA ports cooperation.

Systemic coordination of organizational roles: The importance of relational capital in port governance

Modern ports face not only a paradox of combining efficiency and effectiveness, but also a paradox of balancing activities characterized by different time horizons and stakeholder expectations. The structural changes underlying these paradoxes are the co-existence of downward pressures on market premiums and the increasing demands on the relational capabilities of port authorities. The increasing demand on relational capabilities is caused by the fact that modern ports are hubs for industrial activities that span the organizational boundaries of firms, integrating port systems and the hinterland. Thus, port authorities must simultaneously focus on cost efficiency and systemic coordination within complex port systems. As indicated by recent research on port governance and competitiveness, this implies that port authorities must assume and combine different organizational roles. The present paper takes this discussion further by classifying the organizational roles of port authorities in terms of role complexity, relational capital, and systemic functions within the port system. Based on a case study, the paper shows that the use of systemic functions implies the development of new business models, and that the adoption of the roles by port authorities depends on how emerging relational capabilities are embedded in structures of value co-creation and value co-capture.

Environmental Upgrading in Global Value Chains: The Potential and Limitations of Ports in the Greening of Maritime Transport

Ports are crucial hubs in the functioning of the global economy, and maritime transport is a major emitter of air pollutants. Ports have considerable potential for promoting environmental upgrading in maritime transport and along global value chains more generally, but so far have been only partially successful in doing so. We examine results, limitations and future potential of voluntary initiatives that have been carried out by selected European and North American port authorities, which are considered frontrunners in environmental management. Drawing from the insights of global value chain analysis and organizational theory, we find that low ‘tool implementation complexity’ and high ‘issue visibility’ concerning emissions are key facilitators of environmental upgrading. We suggest that ports can intervene in two main ways to improve the environmental performance of maritime transport beyond their organizational and physical boundaries: by lowering tool implementation complexity through stronger collaboration within global value chains; and by enhancing emission visibility through alliances with cargo-owners and regulators.

Flexible ship loading problem with transfer vehicle assignment and scheduling

This paper presents the flexible containership loading problem for seaport container terminals. The integrated management of loading operations, planning of the transport vehicles to use and their scheduling is what we define as the Flexible Ship Loading Problem (FSLP). The flexibility comes from a cooperative agreement between the terminal operator and the liner shipping company, specifying that the terminal has the right to decide which specific container to load for each slot obeying the class-based stowage plan received from the liner. We formulate a mathematical model for the problem. Then we present various modelling enhancements and a mathematical model to obtain strong lower bounds. We also propose a heuristic algorithm to solve the problem. It is shown that enhancements improve the performance of formulation significantly, and the heuristic efficiently generates high-quality solutions. Results also point out that substantial cost savings can be achieved by integrating the ship loading operations.

Measuring the contribution of logistics service delivery performance outcomes and deep-sea container liner connectivity on port efficiency

One objective for countries in the European common market is to optimize the performance of their multimodal logistics chains. The attainment of this goal requires the continuous development of container ports' performance, better customer satisfaction and - at the same time - to deter the occurrence of waste and bottleneck. Many regions in Europe are shifting from a single-port to a multi-port gateway situation; their ports frequently have overlapping hinterlands and are therefore increasingly facing competition and rivalry between each other. This paper examines container ports located in six countries: Denmark, Finland, Iceland, Norway, Sweden and the UK. It focuses on sensitivities to the inclusion of country-specific measurements on logistics service delivery performance outcomes on port efficiency. Port efficiency is measured with Data Envelopment Analysis (DEA). The results suggest that: (1) efficiency measurements for Danish, Finnish, Swedish and British ports are heavily influenced by whether logistics service delivery outcomes are included or not; (2) Icelandic and Norwegian ports appear to be not sensitive to whether logistics service delivery outcomes are included or not; (3) on average, the container ports located in countries that are directly called by deep-sea transcontinental container liners are over-performers and under-performers with regard to technical efficiency and scale efficiency, respectively. We further apply a second-stage regression analysis to explain the impact of country-specific contextual factors on DEA-based efficiency scores.

Intermodal Transport and Repositioning of Empty Containers in Central and Eastern Europe Hinterland

The objective of this article is to provide a review of literature dealing with empty container repositioning. This review is interlinked with a qualitative data analysis based on semi-structured interviews with representatives of ocean carriers, which are key actors determining empty container repositioning. Empirical evidence obtained from fieldwork in the Czech Republic, albeit limited, is used to illustrate empty repositioning management by ocean carriers in the Central and Eastern Europe (CEE) landlocked hinterlands, which have been neglected in research with a specific geographic scope. By addressing the research questions and conducting the analysis, the authors determine whether empty container repositioning is a problem only concerning equipment allocation by an ocean carrier or requires a collaborative resolution involving various parties engaged in container movements in landlocked hinterlands. This article confirms that most existing literature dealing with empty container repositioning ignores the actual dynamics of landlocked hinterlands as well as business practitioners' perspective. The authors' analysis of the empirical research complements and challenges the reviewed research studies. Based on the analysis, ocean carriers seem to be unwilling to revise their actual container management strategies focused on maritime repositioning, disregarding the potential and importance of intermodal repositioning approaches based on market collaboration. Regarding further research directions, the authors suggest the research replicability and its extension.

A Decomposition Method for Finding Optimal Container Stowage Plans

In transportation of goods in large container ships, shipping industries need to minimize the time spent at ports to load/unload containers. An optimal stowage of containers on board minimizes unnecessary unloading/reloading movements, while satisfying many operational constraints. We address the basic container stowage planning problem (CSPP). Different heuristics and formulations have been proposed for the CSPP, but finding an optimal stowage plan remains an open problem even for small-sized instances. We introduce a novel formulation that decomposes CSPPs into two sets of decision variables: the first defining how single container stacks evolve over time and the second modeling port-dependent constraints. Its linear relaxation is solved through stabilized column generation and with different heuristic and exact pricing algorithms. The lower bound achieved is then used to find an optimal stowage plan by solving a mixed-integer programming model. The proposed solution method outperforms the methods from the literature and can solve to optimality instances with up to 10 ports and 5,000 containers in a few minutes of computing time.

Solving the pre-marshalling problem to optimality with A* and IDA*

We present a novel solution approach to the container pre-marshalling problem using the A* and IDA* algorithms combined with several novel branching and symmetry breaking rules that significantly increases the number of pre-marshalling instances that can be solved to optimality. A* and IDA* are graph search algorithms that use heuristics combined with a complete graph search to find optimal solutions to problems. The container pre-marshalling problem is a key problem for container terminals seeking to reduce delays of inter-modal container transports. The goal of the container pre-marshalling problem is to find the minimal sequence of container movements to shuffle containers in a set of stacks such that the resulting stacks are arranged according to the time each container must leave the stacks. We evaluate our approach on three well-known datasets of pre-marshalling problem instances, solving over 500 previously unsolved instances to optimality, which is nearly twice as many instances as the current state-of-the-art method solves.

The Role of Public Shareholders in Government Owned Port Development Companies: Insights from the Dutch Case

This paper discusses how public interests in seaports can be secured in the corporatized model. This corporatized model, in which port authorities engage in port development on a commercial basis, is increasingly used. We discuss in detail an important question that so far has not received attention in the literature on port governance: how can the public shareholders use their influence as shareholders of port authorities to achieve public policy goals. We advance the theoretical body of knowledge by applying insights from regulatory economics to the port industry. As an empirical illustration, we analyse the current practices of the public shareholders of the four large Dutch port authorities, based on policy documents and interviews. All of them have explicit shareholder policies. However, some of these policies are too broad to provide sufficient direction for the management team and supervisory board of the port authority involved.
