Flexible ship loading problem with transfer vehicle assignment and scheduling

This paper presents the flexible containership loading problem for seaport container terminals. The integrated management of loading operations, planning of the transport vehicles to use and their scheduling is what we define as the Flexible Ship Loading Problem (FSLP). The flexibility comes from a cooperative agreement between the terminal operator and the liner shipping company, specifying that the terminal has the right to decide which specific container to load for each slot obeying the class-based stowage plan received from the liner. We formulate a mathematical model for the problem. Then we present various modelling enhancements and a mathematical model to obtain strong lower bounds. We also propose a heuristic algorithm to solve the problem. It is shown that enhancements improve the performance of formulation significantly, and the heuristic efficiently generates high-quality solutions. Results also point out that substantial cost savings can be achieved by integrating the ship loading operations.

Integrated Berth Allocation and Quay Crane Assignment Problem: Set partitioning models and computational results

Most of the operational problems in container terminals are strongly interconnected. In this paper, we study the integrated Berth Allocation and Quay Crane Assignment Problem in seaport container terminals. We will extend the current state-of-the-art by proposing novel set partitioning models. To improve the performance of the set partitioning formulations, a number of variable reduction techniques are proposed. Furthermore, we analyze the effects of different discretization schemes and the impact of using a time-variant/invariant quay crane allocation policy. Computational experiments show that the proposed models significantly improve the benchmark solutions of the current state-of-art optimal approaches.

Innovation Ecosystems in Ports: A Comparative Analysis of Rotterdam and Valencia

The term ‘innovation ecosystem’ has become popular among stakeholders involved in innovation. The core idea is that innovation does not thrive through isolated actions of individual companies, but rather depends on a broad array of interrelated actors, institutions and policies. In this paper, we apply the concept of innovation ecosystems to ports by first providing a theoretical overview of its components and then comparing the efforts to build such an ecosystem in the port cities of Rotterdam and Valencia. Our main findings are as follows. First, the importance of innovation for the ability of ports to continue to create ‘value for society’ is widely acknowledged. Second, research and development (R&D) activities in both Rotterdam and Valencia are relatively limited and the dominant innovation challenge is the early application of new technologies developed outside the ports industry. Third, a ‘systemic approach’ is required to understand the innovation ecosystem in ports, given the strong interrelations among companies in the port and the need for broad coalitions to implement new technologies. Fourth and fifth, human capital formation and research cooperation, respectively, play a central role in improving the port innovation ecosystem. Finally, the ecosystem in Rotterdam is ‘distributed and connected’ while Valencia is more centralised.

De-politicization of digital systems for trade facilitation at the port of tema: A soft systems methodology approach

The Ghana National Single Window has become the focus of attention over its potential to move goods swiftly. However, since its inception in 2002, the controversies surrounding the implementation suggest issues beyond trade facilitation. The Information Systems literature primarily ascribes the controversies to resistance to technology. By adopting the Soft Systems Methodology (SSM) as a learning process for understanding port stakeholders' relations and attitudes, we explore the controversies to determine the meanings port stakeholders attribute to them. We combined SSM with interviews, media content analysis and focus groups made possible by snowballing. The responses were analyzed using rich pictures and validated through a conceptual model. The results reveal a fragmented government where ministries, agencies, and personalities assert power in single window implementation through I.T. vendor contracts. The situation results in a high cost of doing business at the port for shippers due to non-transparent and questionable contracts. The public's attitude towards the controversies reflects fears, hopes and expectations and legitimate concerns about important political and social goals. Using SSMs focus on relations and attitudes, we can document how controversies attributed to new technology is not a question of technology but of perceived political interference.

Arctic Port Development

Melting Arctic sea ice, shore ice, and permafrost are changing costs and benefits to transport routes between Atlantic and Pacific oceans, and more generally, for maritime economic activity in the Arctic. We investigate the potential for development of Arctic ports from a logistics (demand) and an infrastructural (supply) point of view that directly incorporates local concerns. This approach broadens the scope of the discussion from existing analyses that focus primarily on the ways in which global forces, exerted through resource extraction or trans-polar shipping, impact the Arctic.

AEGIS D8.5: Public recommendations for waterborne transport to West Coast of Norway

This report provides public recommendations for waterborne transport to West Coast of Norway, with the focus on the specified transport system in use case A in the AEGIS project. The complete background for this report is only achieved by reading all the other deliverables related to the use case, however these are confidential. Therefore, it is recommended to read the ICMASS 2022 paper "Development of an advanced, efficient and green intermodal system with autonomous inland and short sea shipping – AEGIS"1 to get a better overview of the project and specifically use case A. The transport system of use case A consists of mother vessel(s) together with one or more daughter vessels, connected by several ports. The mother vessel transports containers from Rotterdam via Hitra Kysthavn and into ports in the Trondheimsfjorden. The rationale for this use case is to enable a more flexible and cost-efficient waterborne transport solution for fjords and smaller ports.

Intermodal Transport and Repositioning of Empty Containers in Central and Eastern Europe Hinterland

The objective of this article is to provide a review of literature dealing with empty container repositioning. This review is interlinked with a qualitative data analysis based on semi-structured interviews with representatives of ocean carriers, which are key actors determining empty container repositioning. Empirical evidence obtained from fieldwork in the Czech Republic, albeit limited, is used to illustrate empty repositioning management by ocean carriers in the Central and Eastern Europe (CEE) landlocked hinterlands, which have been neglected in research with a specific geographic scope. By addressing the research questions and conducting the analysis, the authors determine whether empty container repositioning is a problem only concerning equipment allocation by an ocean carrier or requires a collaborative resolution involving various parties engaged in container movements in landlocked hinterlands. This article confirms that most existing literature dealing with empty container repositioning ignores the actual dynamics of landlocked hinterlands as well as business practitioners' perspective. The authors' analysis of the empirical research complements and challenges the reviewed research studies. Based on the analysis, ocean carriers seem to be unwilling to revise their actual container management strategies focused on maritime repositioning, disregarding the potential and importance of intermodal repositioning approaches based on market collaboration. Regarding further research directions, the authors suggest the research replicability and its extension.

Blockchain in Maritime Industries

This white paper shows how small and medium sized companies (SME) involved in supply chains affiliated to the maritime industry and port industrial areas are challenged by the diffusion of technologies and managerial principles associated with Industry 4.0 with a special focus on blockchain technology. Blockchain technology creates potential for added value through transparency and auditability of data flows that arise through system decentralization, where intermediary parties such as a central authority will not store data or verify transactions. Instead of conventional workflows, the technology brings new approaches to collaboration by combining multiple parties with equality of data ownership. In doing so, blockchain technology challenges conventional rules of data ownership.

While attention on blockchain technology has been increasing, most blockchain projects are still under development. However, the technology gained ground in areas such as healthcare, governance, and supply chain management. This white paper focuses on the potentials and challenges of blockchain technology in maritime related supply chains.

Based on a discussion of industry preparedness for Industry 4.0, a taxonomy of blockchain adoption is presented. The taxonomy is based on two dimensions including: (1) the digital complexity of internal activities and (2) the degree of value chain integration between actors in the supply chain. The dimensions encompass four archetypes of behavior on blockchain adoption that are applied in the following analysis.

The potential for blockchain technology is increasingly evident in supply chain logistics and manufacturing that is often located in industrial areas such as ports. By studying blockchain potentials in Danish maritime SMEs, the findings reflect the currently limited insight into blockchain technology from the point of view of business actors. As shown in the study of three Danish supply chains, containers, seafood and recirculated plastics, there are low-hanging potentials to be realized through changes to the current technologies and systems in application.

Reviewing the challenges of port authority business model innovation

The port industry is in a state of flux which is affecting the roles of port authorities. Applying a business model perspective to explore this qualitative shift in competition, this paper argues that port authorities are increasingly managing multiple multilateral business models. This is analyzed through an integrative review of port research which identifies four challenges for port authorities: 1) diversification of port customers; 2) requirements for new value creation; 3) changing possibilities and constraints of value capture; and 4) network effects, clusters and strategic partnerships. The review contributes to literature by exploring how managing port authority business model innovation requires changing the underlying business logic, the activities and resources and the configurational fit with other port actors' business models. This proposition is based on the interplay between the macro level port industry, the meso level rule structures within port systems and the micro level of port authority organisations.
