Fishing and sand mining in Cambodia may not appear to have much in common. However, digging deeper reveals important parallels. Both fishing and sand mining support livelihoods and are connected to a limited natural resource. Meanwhile, they are both typified by precarious livelihoods, on the one hand, and overexploitation, on the other. In bringing these two topics together, the paper combines empirical qualitative research from two separate studies conducted by the co-authors in Cambodia, one in coastal fishing villages and another in the sand mining industry along the Mekong River. We argue that the interplay between fishing and sand mining has paradoxical impacts on livelihoods, supporting one group while undermining another. Using a precarity analysis lens, we show how an unconventional, and largely invisible frontier of natural resource exploitation—sand mining—is intertwined with fisheries, and expands our understanding of the relationship between precarious labour, environmental change, and livelihoods.
While European policies have progressed towards an Ecosystem Approach to Fisheries Management (EAFM), limited attention has been paid to the implications for its advisory system. This paper analyzes the advisory landscape in the European Union (EU) by addressing two questions: to what extent can the needed advice be provided? how prepared is the management system to integrate ecosystem advice? We provide a systematic analysis of the relevant advisory bodies, explore gaps related to the requested and delivered advice, and identify paths for improvement. The findings confirm earlier observations of lack of a formalized process to provide and integrate advice in support of an ecosystem approach into EU fisheries management. Instead of enabling existing capacities to embed ecosystem components (eg investments and initiatives made by stakeholders (and authorities) to move to EAFM -pushing strategies), the system relies heavily on mandatory requests from policy makers (pulling mechanisms). Furthermore, social and economic dimensions are the weakest aspects in the advisory process, which hampers the balancing of objectives that represent one of the hallmarks of EAFM. The policy framework has adopted EAFM for European fisheries, but the advisory processes have not yet been adapted to substantially support EAFM.
The SEAwise project works to deliver a fully operational tool that will allow fishermen, managers, and policy makers to easily apply Ecosystem Based Fisheries Management (EBFM) in their own fisheries. One of the key uncertainties in fisheries science and management can be linked to (our understanding of) fishermen's behaviour. In this report we describe the project efforts to better understand fisher behavior by assessing literature, interviews and data to advance towards a better representation of fisher behavior in our modelling. A better understanding of fisher behavior is especially needed in the context of change affecting Europe's marine ecosystems. Change is both related to the natural part of the ecosystem (ie climate change) as to the social side of the ecosystem (ie building of wind parks).
To that aim we present nine different case studies in Europe as examples of how fisher behavior has been studied and which factors are (or can be) relevant for a better understanding of fisher behaviour. Each case study ends with a table summarizing the factors influencing behaviour, the categories within that factor and the (potential) application in modeling as well as the implications for management. The table below summarizes the factors found / used in the case studies and the elements (social, cultural, ecological, economic and institutional) to which they relate. A variety of social factors were identified that are promising for use in modelling. A key conclusion is that social data are often context dependent and cannot be copy pasted from one situation to the other and in some cases, additional data needs to be collected. The cases also demonstrate that mixed methods approaches and interdisciplinary approaches are key to get in-depth understanding of fisher behavior in fisheries science.
This report discusses the concept of governance, how to understand 'effective' governance, and a research plan for further studies of the effectiveness of and potential for improving governance at the regional and sub-regional level in the SEAwise regions (Baltic Sea, North Sea, Western Waters, and the Mediterranean Sea). The theoretical insights from the first two main parts inform and are merged into the research plan, forming the last part of the report. The work is based on the recognition that fisheries management in Europe is still struggling to deliver on its objectives relating to ecology, economy, and social considerations although improvements have been made over the last decades. On top of this, marine biodiversity and ecosystem integrity can be identified as pressing challenges, while climate change presents renewed uncertainties and risks.

Lack of appropriate measures towards cooperation between the EU, national, and regional levels has led to uncoordinated decision-making processes and prevented coherent management through the implementation and adoption of EU legislation, leading to lower than desired performance both of fisheries and environmental policies. Referring specifically to the involvement of stakeholders, the European Commission stresses the importance of transparency, cooperation, outreach, information, and inclusiveness in developing and implementing measures to ensure that all stakeholders, not least fishermen, have a say in the management process, and that their needs and concerns are considered (European Commission, 2023a). Improvement of what can broadly be defined as 'governance' is, thus, among the pathways that the European Commission has identified for improvements in the area.

Specifically, a conceptual framework for a toolset has been designed in order to introduce a new approach for place-based assessments of change in relative ecosystem service supply in multiple services at a time due to changes in cumulative impacts. Central to the toolset are two pre-existing approaches for relative ecosystem service supply and cumulative impact assessments and tools that facilitate them. The tools take advantage of available data from various sources, including geodata and expert knowledge, and have already been proven to support maritime spatial planning in a real-world context. To test the new approach and demonstrate the outputs, an ecosystem service supply assessment was done manually using the two currently separate tools. The results of the test case ecosystem service supply assessment for the Gulf of Riga in the Baltic Sea are also presented in this paper and illustrate the assessment steps and data needs. Although presently the focus of the illustrative assessment is the Gulf of Riga, the toolset will be able to accommodate analysis of cumulative impacts and service supply of any location, leaving the scope of the assessment to be determined by the objectives of the assessment as well as data availability (i.e., geospatial data availability and extent of expert knowledge).

Commercial small-scale fisheries along the Baltic Sea coasts have declined over the years although these fisheries are viewed as important for coastal development and food security at the local, national, and EU levels. The viability and future of small-scale fisheries are severely challenged by problems caused by grey seals. The conflict, occurring between Baltic Sea coastal fisheries and conservation of the grey seals, has been severe since the mid-1990s and continues despite attempts to find a more balanced situation. Resting on reviews of multiple material, this paper explores the state-of-the-art opportunities for mitigating the seal-fisheries conflict and asks how these are related to social struggles and social justice. Our paper concludes that co-existence of coastal fisheries and the grey seal is possible but necessitates political will and co-designed seal management plans that help implement context-specific measures. Seal deterrents, for instance, give hope as a supplementary conflict mitigation measure – along with seal-proof fishing gear – but provide only partial relief. From the fisheries sector’s position, influencing the size of the seal population is a logical solution. The lifting of the EU trade ban of seal products as a regional derogation would allow sustainable management of seal populations so that they be used as renewable natural resource. Monitoring changes in the seal population is crucial for maintaining a balanced population. Reaching co-existence is timely, because – unlike the seal – the diverse Baltic coastal fishing culture is increasingly endangered.
With growing pressures on marine ecosystems and on marine space, an increasingly needed strategy to optimize the use of marine space is to co-locate synergic marine human uses in close spatial–temporal proximity while separating conflicting marine human uses. The ArcMap toolbox SEANERGY is a new, cross-sectoral spatial decision support tool (DST) that enables maritime spatial planners to consider synergies and conflicts between marine uses to support assessments of co-location options. Cross-sectoral approaches are important to reach more
integrative maritime spatial planning (MSP) processes. As this article demonstrates through a Baltic Sea analysis, SEANERGY presents a crosssectoral use catalog for MSP through enabling the tool users to answer important specific questions to spatially and/or numerically
weight potential synergies/conflicts between marine uses. The article discusses to what degree such a cross-sectoral perspective can support integrative MSP processes. While MSP integrative challenges still exist, SEANERGY enables MSP processes to move towards developing shared goals and initiate discussions built on best available knowledge regarding potential use-use synergies and use-use conflicts for whole sea basins at once.
We approach questions of Arctic marine resource economic development from the framework of environmental and resource economics. Shipping, fishing, oil and gas exploration and tourism are discussed as evolving industries for the Arctic. These industries are associated with a number of potential market failures which sustainable Arctic economic development must address. The varying scales of economic activity in the region range from subsistence hunting and fishing to actions by wealthy multinational firms. The ways in which interactions of such varied scales proceed will determine the economic futures of Arctic communities and the natural resources and ecosystems upon which they are based.
