Identifying the Appropriate Governance Model for Green Port Management: Applying Analytic Network Process and Best-worst Methods to Ports in the Indian Ocean Rim

This study investigates the appropriate port governance model for implementation of green port management (GPM) practices. Relying on social systems engineering principles, we propose a multi-criteria decision-making (MCDM) framework considering four port governance models and five major GPM practice indicators. We validate the MCDM framework using survey data collected from top management executives of three ports in the Indian Ocean Rim — Bangladesh, Sri Lanka and Tanzania. We compare the Analytic Network Process (ANP) method with more recently developed Best-Worst Method (BWM) in analysis of the MCDM problem of finding the right port governance model for GPM. We collect data using the ANP and BWM survey in January 2019 and August 2019, respectively, from the same respondents. While participating in the study in January 2019, the respondents did not know that they would respond to the same MCDM problem using a different model, which corresponds to a repeated measures experimental design. In both analyses, we find that increasing privatization in port governance would enhance the implementation of GPM practices. Our study furthermore suggests that BWM is a reliable MCDM method with greater applicability than ANP, as it requires significantly lower number of judgement comparisons.

Innovation Ecosystems in Ports: A Comparative Analysis of Rotterdam and Valencia

The term ‘innovation ecosystem’ has become popular among stakeholders involved in innovation. The core idea is that innovation does not thrive through isolated actions of individual companies, but rather depends on a broad array of interrelated actors, institutions and policies. In this paper, we apply the concept of innovation ecosystems to ports by first providing a theoretical overview of its components and then comparing the efforts to build such an ecosystem in the port cities of Rotterdam and Valencia. Our main findings are as follows. First, the importance of innovation for the ability of ports to continue to create ‘value for society’ is widely acknowledged. Second, research and development (R&D) activities in both Rotterdam and Valencia are relatively limited and the dominant innovation challenge is the early application of new technologies developed outside the ports industry. Third, a ‘systemic approach’ is required to understand the innovation ecosystem in ports, given the strong interrelations among companies in the port and the need for broad coalitions to implement new technologies. Fourth and fifth, human capital formation and research cooperation, respectively, play a central role in improving the port innovation ecosystem. Finally, the ecosystem in Rotterdam is ‘distributed and connected’ while Valencia is more centralised.

Integrated Berth Allocation and Quay Crane Assignment Problem: Set partitioning models and computational results

Most of the operational problems in container terminals are strongly interconnected. In this paper, we study the integrated Berth Allocation and Quay Crane Assignment Problem in seaport container terminals. We will extend the current state-of-the-art by proposing novel set partitioning models. To improve the performance of the set partitioning formulations, a number of variable reduction techniques are proposed. Furthermore, we analyze the effects of different discretization schemes and the impact of using a time-variant/invariant quay crane allocation policy. Computational experiments show that the proposed models significantly improve the benchmark solutions of the current state-of-art optimal approaches.

Intermodal Transport and Repositioning of Empty Containers in Central and Eastern Europe Hinterland

The objective of this article is to provide a review of literature dealing with empty container repositioning. This review is interlinked with a qualitative data analysis based on semi-structured interviews with representatives of ocean carriers, which are key actors determining empty container repositioning. Empirical evidence obtained from fieldwork in the Czech Republic, albeit limited, is used to illustrate empty repositioning management by ocean carriers in the Central and Eastern Europe (CEE) landlocked hinterlands, which have been neglected in research with a specific geographic scope. By addressing the research questions and conducting the analysis, the authors determine whether empty container repositioning is a problem only concerning equipment allocation by an ocean carrier or requires a collaborative resolution involving various parties engaged in container movements in landlocked hinterlands. This article confirms that most existing literature dealing with empty container repositioning ignores the actual dynamics of landlocked hinterlands as well as business practitioners' perspective. The authors' analysis of the empirical research complements and challenges the reviewed research studies. Based on the analysis, ocean carriers seem to be unwilling to revise their actual container management strategies focused on maritime repositioning, disregarding the potential and importance of intermodal repositioning approaches based on market collaboration. Regarding further research directions, the authors suggest the research replicability and its extension.

Investments and Financing Challenges of the EU’s Port Managing Bodies: Findings from a Comprehensive Survey

The ‘port managing body (PMB)’ plays a central role in the development of the port. Public funding for investment projects of the port managing bodies is common in the EU as well as most other countries. This paper adds to the body of knowledge on port investments and financing challenges with an analysis of data from two surveys that were carried in 2018 and 2023. This analysis yields the following conclusions. First, the PMBs in the EU have shifted their investments, in response to changing investment drivers. The increasing relevance of the transition to a net-zero economy leads to a shift towards investments in projects that reduce environmental effects and/or allow private investments in new green activities such as the production of zero-emission fuels. Second, financial bottlenecks are the most important bottlenecks for the execution of the projects of PMBs. Third, the PMBs have high aspirations with regard to public funding, both on the EU and national level. Fourth, there is a difference between two types of PMBs: state-owned commercial port development companies and the public sector embedded port authorities; the latter execute less projects without public funding and are more oriented on national public funding than on EU funding. Finally, the societal value creation of the investments of PMBs is used to justify public funding aspirations. The PMBs indicate that the majority of their investments create societal value, often by enabling emission reductions and by reduced local negative externalities.

Is There a Case for State Ownership in Ports and Shipping?

This chapter assesses the role of state-owned enterprises (SOEs) in ports and shipping. Insights from regulatory economics are used to identify industry characteristics under which the SOE model is expected to be effective. With the use of these insights, characteristics of ports, terminals and shipping services that may lead to the establishment of SOEs are identified. The empirical overview of SOEs in shipping and ports shows a rather large use of SOEs, especially in container terminal operations and port development. The use of SOEs particularly in port development can be well understood with insights from regulatory economics. The majority of SOEs in ports, terminals and shipping are active internationally. This raises important additional research questions, most importantly regarding the strategic rationale of SOE internationalization and the role of geopolitical considerations in international activities.

Keeping the Port of Tema afloat during COVID-19: Media responses to user informational and conversational needs

Two different media platforms played a key role in keeping Tema Port in Ghana afloat during the period immediately leading up to and during the three-week COVID-19 pandemic-related lockdown in late March–April of 2020. The one media platform, Eye on Port, is a weekly broadcast television show by the port’s authorities, which caters primarily to external commercial stakeholders of the port. The other platform is a closed WhatsApp forum used by stakeholders working at the operational level of the port. Both platforms served specific needs among their users, who had been restricted in their mobility but had to keep the port operational. Combining ‘scalable sociality’ with the concept of polymedia, we identify how the two media functioned to meet the different informational and conversational needs of their respective users. We argue that either medium alone could not fulfil the communicative needs necessary to keep the port operational during the early stage of the COVID-19 pandemic.

Logistics, politics and Berbera in the eye of an international storm

A recently signed memorandum of understanding (MoU) between Ethiopia and Somaliland to develop the Port of Berbera and establish a naval base has sparked tensions and fears of conflict with Somalia. The MoU grants Ethiopia commercial access to Somaliland ports and a 20-kilometer lease for a naval base in exchange for Ethiopia's recognition of Somaliland's independence, drawing strong criticism from Somalia, which considers Somaliland part of its territory.

The article, ‘Logistics, Politics and Berbera in the Eye of an International Storm’ examines how the pursuit of economic development through logistics infrastructure can exacerbate political tensions and reignite historical conflicts. The Berbera corridor, envisioned as a pathway to peace, stability, and prosperity through economic interdependence, now underscores the potential for violent conflict inherent in modern logistics and infrastructure development. The case furthermore brings out the complex interplay of local, regional, and international interests at play in the Horn of Africa. Thus, the port's upgrade, intended to attract foreign investment and transform the area into a major trade hub, has intensified competition among Somaliland's clan lineages, inflamed historical tensions between Somalia and Ethiopia, and challenged the security and logistic interests of regional and global powers in the Red Sea and Western Indian Ocean.

Managing Customer Arrivals with Time Windows: A Case of Truck Arrivals at a Congested Container Terminal

Due to increasing container traffic and mega-ships, many seaports face challenges of huge amounts of truck arrivals and congestion problem at terminal gates, which affect port efficiency and generate serious air pollution. To solve this congestion problem, we propose a solution of managing truck arrivals with time windows based on the truck-vessel service relationship, specifically trucks delivering containers for the same vessel share one common time window. Time windows can be optimized with different strategies. In this paper, we first propose a framework for installing this solution in a terminal system, and second develop an optimization model for scaling time windows with three alternative strategies: namely fixed ending-point strategy (FEP), variable end-point strategy and greedy algorithm strategy. Third, to compare the strategies in terms of effectiveness, numerical experiments are conducted based on real data. The result shows that (1) good planning coordination is essential for the proposed method; and (2) FEP is found to be a better strategy than the other two.
