The regionalization process promoted by the EU's Common Fisheries Policy (CFP) enabled the formulation of a new governance arrangement at the sub-national regional level of the Northern Adriatic Sea (NAS). Given the potential for dominating narratives to foster simplified solutions for fishery management, the article sought to analyze discourse formations across Italian Regional Fishery Departments (RFDs) of the NAS. A discourse analysis based on the Discursive Agency Approach (DAA) delineated the discursive strategies, while a weak vs strong sustainability narrative was adopted to broadly group stakeholders into discourse coalitions. The results showed the presence of a dominating narrative in RFD settings, prioritizing the economic growth of the fishery sector - particularly the trawling industry - over current environmental concerns. The study points to a possibly increasing dominance of weak sustainability narratives in the Italian NAS and invites for stakeholders' representation to significantly broaden and diversify, enabling the development of multifaceted solutions to the NAS crisis.
Climate change is affecting the oceans with increased sea levels, ocean acidification and extreme weather affecting coastal ecosystems. This necessitates a new model for climate and marine law, because existing law and policy are insufficient to tackle adaptation and mitigation impacts upon the marine environment. Presently, we do not know what it takes to integrate and balance climate legislation and governance when faced with unknown problems. The concept of Blue Economy is new and originates from the United Nations Conference on Sustainable Development. This chapter explores how one can best build new knowledge that can integrate climate law and marine governance. It does so by proposing the creation of a nexus between ecosystem-based regulations and marine spatial planning in order to create a new paradigm for effective and inclusive Blue Economy, using a systemic multi-regulatory framework (Global, Regional and National).
With the blue economic sectors growing, marine macroalgae cultivation plays an important role in securing food and energy supplies, as well as better water quality in sustainable ways, whether alone or as part of a cluster solution to mitigate the effects of fish farming. While macroalgae cultivation exists in Europe, it is not that widely distributed yet; with increasing marine activities at sea, Maritime Spatial Planning (MSP) needs to ensure social recognition as well as social and spatial representation for such a new marine activity. This comparative case study analysis of MSPs of three eastern Baltic Sea countries explores the levels of support for the development of macroalgae cultivation in MSP and the degree of co-location options for this new and increasingly important sector. It presents new analytical ways of incorporating co-location considerations into the concept of social sustainability. The results of this study support the harmonisation of views on co-location, propose ways of using space to benefit multiple users as well as marine ecosystems, and highlight some of the key social challenges and enablers for this sector.
In 2020, the Danish Ministry of Environment and Food launched a new state-led ecolabelling scheme for fish originating from small-scale, 'low-environmental-impact' fisheries; "Nature-friendly". The label was introduced to a domestic market where the vast majority of the fish landed by Danish vessels was already certified by the global leader in certification of (wild caught) fish products, the Marine Stewardship Council (MSC). MSC's high market penetration created a situation where especially small-scale fishermen felt that MSC certification had developed into a market norm without providing fishermen the benefits of demonstrating extraordinarily sustainable practices and thereby gaining competitive advantages. Rather, MSC's market penetration was perceived as undermining efforts to brand and market fish originating from small-scale fisheries as particularly sustainable. This article explores the processes that led up to the NaturSkånsom labeling scheme by applying a 'power in planning and policy framework' as an analytical lens. Through the NaturSkånsom process, the article investigates what happens when an ecolabel becomes a market norm, how small-scale fisheries actors who feel disadvantaged by such a development and environmental organizations form alliances, mobilize support and multiple resources to strengthen their positions in the political settings. The examination of this case highlights how stakeholders traditionally thought of as less resourceful can gain political influence. The article offers a glimpse into a possible, emerging future where those who perceive themselves as the most sustainable producers may increasingly view large and dominating ecolabels simultaneously as obstacles and forces for positive change.
This article contributes to the accelerating development of methods for sustainability assessment (SA) to support maritime spatial planning (MSP), by proposing an ecosystem services based framework for SA. MSP is generally seen as an important approach to promote a more sustainable use of sea space. However, so far all sustainability concerns are not equally well represented in planning practice; in particular, social sustainability aspects such as social justice and sociocultural values related to human-nature connectedness receive less attention. We first explored concepts and principles related to sustainability assessment and social sustainability in the scientific literature. Based on this, we analyzed how far the present approaches to assessments in Baltic Sea EU Member States have been extended from environmental concerns to towards broader sustainability concerns so far. Using current best practice in two pioneering countries (UK and Sweden), we illustrated how social sustainability principles could match with applied social impact criteria, and further, how such criteria can inform an ecosystem services-based impact assessment framework. Based on existing frameworks, including the DPSIR (driving forces, pressures, state, impact, response) environmental assessment framework and the ecosystem service cascade, we propose a sustainability impact assessment framework for MSP (MSP-SA) integrating across sustainability dimensions and including assessment of distributional aspects of marine ecosystem service benefits. Finally, we discuss the applicability and further development of the framework in relation to present day sustainability assessment practice in MSP.
The Common Fisheries Policy (CFP) is rooted in the Treaty of Rome. After its completion in 1983, the policy framework was gradually reformed through decennial reviews in 1993, 2003, and 2014. Due to geopolitical, physiographic, and historical reasons, the EU implementation of the CFP is most developed in the North Atlantic Ocean, the North Sea, and the Baltic Sea, and less developed in the Mediterranean and Black Sea. However, the CFP applies throughout European Union (EU) waters, which that are treated as a “common pond.” The CFP has been heavily contested since its introduction, and over long periods was characterized as a management system in crisis. Historically, the CFP has arguably struggled to perform and the policy’s ability to meet its objectives has not uncommonly been undermined by factors such as internally contradictory decisions and inefficient implementation. Since the turn of the century, the policy has changed its course by incrementally institutionalizing principles for a more environmentally orientated and scientifically based fisheries management approach. In general, in the latest decade, fisheries have become increasingly sustainable in both environmental and economic terms. An increasing number of fish stocks under the CFP are being exploited at sustainable levels—a development that is likely to continue, as fish stocks are coming to be more commonly managed along the lines of science-based multi-annual management plans. Consequently, many fishing fleets, particularly those deployed in northern waters, have shown good economic performance in recent years. This development has been further facilitated by the introduction of market-based management principles; in most member states these have been implemented by granting de facto ownership to fishing rights for free in the name of ecological and economic sustainability. This has, however, in many cases also led to huge wealth generation for a small privileged group of large-scale fishers at the expense of small-scale fisheries and smaller fishing communities, as well as society at large; this situation has led to calls for both a fairer distribution of fishing rights—to protect the small-scale sector—and for a resource rent or exploitation fee to be collected for the benefit of society at large, which is the true owner of fishing resources. Consequently, social sustainability, understood as the improved well-being of fishing communities and a fairer sharing out of the benefits derived from fisheries resources, should be a subject for the CFP to consider in the future.
Marine space is overall under increasing pressure from human activities and in the way harming the marine ecosystems. Maritime spatial planning is one of the governance elements in the EU Integrated Maritime Policy (2007) that aims to maximize the sustainable use of the seas and oceans. Maritime spatial planning aims to ensure that the increased use of the marine space takes place in a way that is consistent with the sustainable development in the seas and oceans. According to the MSP Directive it is required to follow an ecosystem-based and thus holistic approach. For this to happen, tools are needed, and some tools are available but with various advantages and disadvantages. The aim of the current research has been to develop a comprehensive package of tools to assess the environmental impacts of societal activities under different maritime spatial planning proposals.
The current and potential use of the seas and oceans is often called the 'Blue Economy'. Recently, the European Commission launched its Blue Growth Strategy on the opportunities for marine and maritime sustainable growth. The European Commission considers that Blue Growth is a long-term strategy in the marine and maritime sectors with great potential for innovation and economic growth. Holistic spatial planning systems supporting sustainable development have proven themselves in terrestrial planning and are also needed at sea. Due to this reason,
the BONUS BASMATI project is based on the ecosystem services approach to assist in assessing sustainable solutions corresponding to policy goals.
The Faroe Islands are currently struggling to find their feet in a new context of globalization and changing international requirements on fishery management best practices, as exemplified by United Nations protocols and agreements. We introduce the Faroese fisheries effort management system for cod, haddock and saithe, which represents an innovative attempt to tackle the challenges of mixed fisheries by means of a combination of total allowable effort implemented through days-at-sea and extensive use of closed or limited access areas. Subsequently, we present and discuss controversies concerning the system's ability (or lack thereof) to achieve a level of fishing effort that produces long-term sustainability. Over the years the system has proven able to evolve and overcome challenges, and the Faroe Islands are currently considering adding a proper fisheries management plan to the system to achieve fishing at maximum sustainable yield. However, finding support for this plan presents a challenge due particularly to an enduring gap between the perspectives of scientists and actors in the catching sector. Finally, we outline some actions that could be taken to reduce the gap and hence facilitate reform of the system: 1) integration of the consultative/advisory process; 2) obtaining tailor-made advice for the Faroese effort management system from the relevant scientific body; 3) establishment of a transparent mechanism for monitoring and regulating fishing effort; 4) clarifying the effectiveness of the prevalent system of closed areas.
