It is widely acknowledged that maritime security in the Gulf of Guinea is a highly complex phenomenon involving a variety of issues (legal deficiencies, inadequate military equipment, and challenges like corruption, political unrest and youth unemployment) as well as a multiplicity of external responders. To make sense of the impact that external actors have when they address this complex problem through various maritime capacity building endeavours, this article argues that there is a need to understand the attractiveness of capacity building vis-à-vis the widely acknowledged need for a comprehensive approach, as well as the difficulties of translating the potential for comprehensiveness into practice (as important aspects of the problem remain largely unaddressed). Further, it is argued that it is important to appreciate that even if these gaps – i.e. the aspects that maritime capacity building currently leaves unaddressed – represent a ‘failure’ to deliver a comprehensive response, they are at the same time illustrative of how the maritime capacity building activities of various external actors also ‘succeed’ in having an impact on this regional security landscape – for instance, by influencing how certain aspects of this multifaceted problem are prioritised, whilst others are only marginally addressed, if at all.
This report forms part of the ambitious CBS Maritime research initiative entitled “Competitive Challenges and Strategic Development Potential in Global Maritime Industries” which was launched with the generous support of the Danish Maritime Fund. The competitiveness initiative targets specific maritime industries (including shipping, offshore energy, ports, and maritime service and equipment suppliers) as well as addresses topics that cut across maritime industries (regulation and competitiveness). The topics and narrower research questions addressed in the initiative were developed in close dialogue between CBS Maritime and the maritime industries in Denmark. CBS Maritime is a Business in Society (BiS) Platform at Copenhagen Business School committed to the big question of how to achieve economic and social progress in the maritime industries. CBS Maritime aims to strengthen a maritime focus at CBS and create the foundation for CBS as a stronger partner for the maritime industries, as well as for other universities and business school with a devotion to maritime economics research. The competitiveness initiative comprises a number of PhD projects and five short term mapping projects, the latter aiming at developing key concepts and building up a basic industry knowledge base for further development of CBS Maritime research and teaching. This report attempts to map the opportunities and challenges for the maritime industry in an increasingly accessible Arctic Ocean
This edited volume examines the continued viability of international human rights law in the context of growing transnational law enforcement. With states increasingly making use of global governance modes, core exercises of public authority such as migration control, surveillance, detention and policing, are increasingly conducted extraterritorially, outsourced to foreign governments or delegated to non-state actors.
New forms of cooperation raise difficult questions about divided, shared and joint responsibility under international human rights law. At the same time, some governments engage in transnational law enforcement exactly to avoid such responsibilities, creatively seeking to navigate the complex, overlapping and sometimes unclear bodies of international law. As such, this volume argues that this area represents a particular dark side of globalisation, requiring both scholars and practitioners to revisit basic assumptions and legal strategies.

Piracy has unfortunately become a health and safety risk for seafarers in the maritime industry today. However, little do we know about the impact of a pirate hijacking situation and how seafarers cope. Focusing on negotiation communication, the analysis debouches in a discussion of the dynamics of coping strategies, by investigating 173 authentic audio recordings of communication sequences recorded during a pirate hijacking situation that were donated voluntarily by a shipping company. The Captain assessed and reflected on the course of events in the situation, to which the negotiator responded appropriately, with acknowledging brief responses or psychological aid. This is similar to other highly dynamic decision-making settings, where decision-makers tend to continuously reflect and revise their view of the situation (Eraut 2000). The data is also consistent with the “reflection-in-action” concept by Schön (1983) used by van den Heuvel et al. (Cogn Technol Work 16: 25–45, 2014) in their investigation of communication of police officers in hostage situations. However, the coping dynamics changed when the negotiator’s responses became too minimal. This shows how the context and the individual’s cognitive appraisal of the encounter co-shapes the coping dynamics in the situation. It is urged that pre-piracy care and seafarer training involves practical examples and information about roles and coping dynamics in negotiation communication as part of an orchestrated approach to the scourge of piracy.
The impact of climate change in the Arctic Ocean such as ice melting and ice retreat facilitates natural resources extraction. Arctic fossil fuel becomes the drivers of geopolitical changes in the Arctic Ocean. Climate change facilitates natural resource extractions and increases competition between states and can result in tensions, even military ones. This article investigates through a political and legal analysis the role of China as an emerging regulatory sea power in the Arctic Ocean given its assertive “energy hungry country behaviour” in the Arctic Ocean. The United Nations Convention on the Law of the Sea (UNCLOS) and the Arctic Council (AC) are taken into consideration under climate change effects, to assess how global legal frameworks and institutions can deal with China’s strategy in the Arctic Ocean. China’s is moving away from its role as “humble power” to one of “informal imperialistic” resulting in substantial impact on the Arctic and Antartic dynamism. Due to ice-melting, an easy access to natural resources, China’s Arctic strategy in the Arctic Ocean has reinforced its military martitime strategy and has profoundly changed its maritime military doctrine shifting from regional to global in the context of UNCLOS. In particular, it is wondered, what China understands about the public order dimension of UNCLOS. The article concludes that despite China’ assertive behaviour towards the Arctic environmental ocean and its rise as global sea power, for the time being, China cannot be considered as a variable for Arctic security as there are no sufficient legal and policy objective elements to adduct that it constitutes a threat to Artic ocean security.
Maritime security is one of the latest buzzwords of international relations. Major actors have started to include maritime security in their mandate or reframed their work in such terms. Maritime security is a term that draws attention to new challenges and rallies support for tackling these. Yet, no international consensus over the definition of maritime security has emerged. Buzzwords allow for the international coordination of actions, in the absence of consensus. These, however, also face the constant risk that disagreements and political conflict are camouflaged. Since there are little prospects of defining maritime security once and for all, frameworks by which one can identify commonalities and disagreements are needed. This article proposes three of such frameworks. Maritime security can first be understood in a matrix of its relation to other concepts, such as marine safety, seapower, blue economy and resilience. Second, the securitization framework allows to study how maritime threats are made and which divergent political claims these entail in order to uncover political interests and divergent ideologies. Third, security practice theory enables the study of what actors actually do when they claim to enhance maritime security. Together these frameworks allow for the mapping of maritime security.
